Description
NAICS Code: 541360 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-02-00235 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. The associated North American Industry Classification System (NAICS) code is 541360 which has a size standard of $4 million to qualify as a small business. It is anticipated that the contract will be awarded as a result of full and open competition. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a firm-fixed price contract. Award will be made using Simplified Acquisition Procedures. The desired delivery is within 30 days of award of purchase order. The contractor shall undertake efforts that include, but are not limited to: 1) produce and provide a set of gridded urban morphological features including 3-D tall building data, tree and small building canopy databases; 2) collect data from airborne lidar scanning system or some other comparable set of measurements that provides digitized Digital Elevation Model (DEM) and Digital Terrain Model (DTM) fields data at high resolution for Harris County, Texas; and 3) process and prepare databases of gridded building and tree canopy data to provide the basis for implementation of a specialized set of urban canopy parameterizations (UCPs) to simulate the flow and meteorology fields in MM5 and the running of air quality simulation with Models-3/CMAQ system configured to operate at neighborhood scales. The following evaluation criteria shall be used to determine successful offers: 1) Demonstrate ability to generate the outputs from raw data either already collected or from readily available and accessible data source(s); 2) If other than airborne lidar methodology is used for generating the base data, the contractor shall demonstrate comparability or better in producing the desired products from such databases; 3) Demonstrate ability to obtain data for Harris County collected within the last six (6) months; 4) Demonstrate capabilities and experience in generating, processing and manipulation of DEM and DTM type data and proven experience in generating 2 and 3 dimensional building, urban structures and tree canopy data in both raster and vector formats; 5) An explanation of the methodology to be utilized for cost effective quality assurance of analyses products; 6) Demonstrate capability to ensure that the Harris County's land use and architectural features, especially its urban centers and industrial sectors in and around the Houston Ship channel area can be well characterized; and 7) Demonstrate capabilities in generating or remapping data in different geographical coordinate systems. Please note that cost and technical capability will be considered equally in determining the best value to the Government. All offerors are to include with their response a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items.
