Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Simplified Acquisition Procedures in accordance with FAR 13.5 - Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00178-02-R-1036 and is a Request for Proposals (RFP). Simplified Acquisition Procedures will be used. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-05 effective 07 March 2002, and Defense Circular Number 20020314. This requirement is unrestricted. NAICS Code 321219, with a size standard of 500 employees. This requirement shall result in a fir m fixed price contract. DESCRIPTION: CLIN 0001--48" x 96" x 1/2" low density cellulose fiberboard, 300 bundles (84 sheets per bundle). Each panel shall be white on one side. CLIN 0002 OPTION--2.5" diameter hole punched in fiberboard (CLIN 0001). One hole shall be punched in each piece of fiberboard 24" down the length and 24" across the width of the fiberboard. CLIN 0003 OPTION--48" x 96" x 1/2" low density cellulose fiberboard, 50 bundles (84 sheets per bundle). Each panel shall be white on one side. CLIN 0004 OPTION--2.5" diameter hole punched in fiberboard (CLIN 0003). One hole shall be punched in each piece of fiberboard 24" down the length and 24" across the width of the fiberboard. CLIN 0005 OPTION--48" x 96" x 1/2" low density cellulose fiberboard, 50 bundles (84 sheets per bundle). Each panel shall be white on one side. CLIN 0006 OPTION--2.5" diameter hole p unched in fiberboard (CLIN 0005). One hole shall be punched in each piece of fiberboard 24" down the length and 24" across the width of the fiberboard. PACKAGING INSTRUCTIONS--The white faces of the fiberboard shall be oriented in the same direction, wrapped in brown paper, 6 sheets to a pack (six pack), to be bundled 14 six packs to a bundle, a total of 84 sheets per bundle. OPTIONS--Any or all options may be exercised at any time within 30 days of the final delivery of CLIN 0001. A drawing of the fiberboard (with hole) and preferred packaging may be found at http://www.nswc.navy.mil/supply along with the synopsis/solicitation. DELIVERY SCHEDULE--The offeror shall propose a staggered schedule delivery schedule of CLINS 0001 and 0002, provided that the first shipment is delivered no later than 30 days after contract award and all items are delivered no later than 19 July 2002. The delivery schedule of CLINs 0003, 0004, 0005, and 0006 should be no later than four weeks after option exercise. If the option(s) are exercised at time of award, delivery of the option quantities shall be no later than 19 July 2002. A delivery schedule which offers early, continuous deliveries is preferred, with an initial shipment of at least 100 bundles. Delivery shall be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 8356 Pumpkin Neck Road, Dahlgren, Virginia 22448. The contractor shall contact the Pumpkin Neck facility (POC provided in contract award). EVALUATION FACTORS--Award of this contract shall be made to the contractor whose bid offers the best vale to the Government, considering price, proposed delivery schedule, and overall past performance. All offerors must be active in the Central Contractor Registration database at htt p://ccr2000.com. CLOSING DATE AND AWARD DATE: The closing date shall be 15 April 2002 with an anticipated award date of 24 April May 2002. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. The provision at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.217-5 Evaluation of Options apply to this acquisition. The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial, Subparagraphs (a), (b) 4, 11, 12, 13, 14, 15, 16, 18, 22, 23, 24, 26, 28, (e) apply to this acquisition and are hereby incorporated by reference. Offers are due no later than 15 April 2002 2:00 p.m.(local time/eastern daylight savings time) to: Contracting Officer, Code XDS112/Bldg 183/Room 102, Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 or by express mail or hand carried to the above address at Building 183, room 102.
