Description
The Naval Sea Systems Command (NAVSEA) plans to establish a Reading Library at the Naval Surface Warfare Center Dahlgren Division, (NSWCDD), Building 221, Room 121 (Missile Systems Data Center), Dahlgren, VA, on 26 April 2002, or soon thereafter once documents have been made available, to further enhance the Navy's efforts to solicit and obtain industry participation and feedback in support of the Evolved SEASPARROW Missile (ESSM) Launching System (ELS) for compatibility with MK 57 NATO SEASPARROW Missile System (NSSMS), as installed in USN CV/CVN Class Ships, and LHD Class Ships. Access to the Reading Library will be restricted to U.S. citizens with appropriate security clearances (SECRET NOFORN) on file. The Navy plans to solicit industry feedback on a draft RFP and selected draft specifications as they become available and will use the library as a repository for drafts o f such documents. Separate notices will be published in the Commerce Business Daily (CBD) announcing the availability of such draft specifications and the period for industry feedback. The Government will consider all comments received. The Government does not commit to providing a response to any comment or question. The subsequent revision of any draft specification based on comments received remains solely at the Government's discretion. Companies/individuals who are interested in access to the Reading Library, or who wish to participate in the review of and industry feedback regarding draft specifications, must submit a written request along with a security clearance to the NSWCDD Security POC, Ruth E. (Elaine) Minter at 540-653-4084, fax number is 540-653-4662. The written request must include a brief description of the company's or individual's expertise in the abov e categories, identifying CAGE code, and security information. Once the request has been accepted, the requesting company/individual will schedule an appointment, via the NSWCDD Security POC, for access to the Reading Library. Firms interested in contracting or subcontracting opportunities are encouraged to make their interests known in order that a Bidder's List can be established for other firms or individuals that may be interested in subcontracting opportunities. This is not a request for proposals, a promise to issue a request for proposals, nor a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Establishment of the Reading Library does not obligate the Government to award a contract and does not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract. Performance of this effort is not authorized for release to foreign contractors; however, foreign contractors may act as subcontractors to U.S. primes. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State.
