Description
NA Award of a service contract is anticipated for the USACE Jacksonville Regulatory Division requirement for Micrographic Services that would convert Government regulatory documents to Microform and CD-ROM. Work includes document retrieval from the Jacksonvil le District, data entry, document prepping, scanning, filming, indexing, labeling, archiving, and document return to the District. Paramount to this requirement is the criticality of source document retrieval within a short time frame. Therefore, documents must be returned to the Regulatory Division upon notification within 3-hours. The Acquisition will be conducted under NAICS number 514210. Size standard is $21 million. This requirement is a proposed 100% small business set-aside. This requirement is subject to the Service Contract Act (SCA) and therefore a wage determination will be part of the solicitation document. It is the responsibility of the offeror to obtain a copy of the wage determination for their locality. The proposed contract will have a period of performance of one (1) year and four (4) one-year options. The Government reserves the right to exercise the contract options before the expiration of the base contract or preceding option period, if the contract amount for the base period or preceding option period has been exhaus ted or nearly exhausted. The Government reserves the right to award the contract, based on initial offers received, without discussion of such offers. The contract shall be awarded to the responsible offeror whose offer conforming to the solicitation is co nsidered to be most advantageous to the Government, price and other factors considered. Proposals will be evaluated and selection basis made on best value criteria using a trade-off process that combines priced and non-priced factors. The following factors will be used to determine best value: Price, Past Performance, and Technical Merit. All evaluation factors other than price when combined are significantly more important than price. The RFP will be issued on or about 2 May 2002 and close on or about 2 J une 2002.
