Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code applicable to this solicitation is 421450, Medical, Dental and hospital equipment and supplies wholesalers, and the small business size standard is 100 employees. This is a full and open competition (unrestricted). The VA Healthcare Network Upstate New York at Syracuse intends to purchase two (2) Respironics BiPap Vision Systems (demo models) and Two (2) Respironics S/T-D 30 Hospital System with a detachable control panel (new models) brand name or equal. Respironics BiPap Vision Systems include the following pieces of equipment. Price offered must include all items. (1) 73-582059 BiPap vision unit with manual; (2) 73-582059 mobile Stand II with oxygen Pole Mount; (3) 73-332497 Circuit support arm (4) 73-582070 humidifier mounting kit; (5) 799-TED191 Oxygen Monitor with alarms; (6) 81-3001-08 Oxygen Hose Assembly; (7) 799-B34102 Oxygen monitor mounting bracket. BiPap vision systems includes Users and service manuals and a 2-year warranty. $_________. 73-552049 BiPap S/TD 30 Vent System includes a detachable control panel; users and service manuals and a 1 year warranty. $________. Accessories for the Vent system include (1) 332259 Airway pressure monitor $__________, (2) 332220 Stand with mounting tray $__________, and (3) 332260 Accessory mounting shelf $__________. Also included in this proposal is service training on the vision system to include travel, tuition, lodging and a per diem of $46.00 per day $___________. Training will not take place until closer to the time of warranty expiration (approx. 18 months after purchase). Vision technical training seminar consists of a 2 day course which covers the following topics: vision Overview, electronics, Routine Maintenance, Performance Testing, Theory of Operation, Pneumatics, Troubleshooting Workshop, and Replacement Procedures. Salient characteristics for BiPap Vision System include the following: (1) FDA approved for noninvasive and invasive assisted ventilation. (2) Ability to provide oxygen up to 100% directly from machine. Salient Characteristics for BiPap S/T-D 30 include (1) Ability to identify mask leaks during noninvasive ventilation and compensate immediately without interruption in therapy. (3) Ability to synchronize breathing patterns and automatically cycles between Inspiratory Positive Airway Pressure (IPAP) and Expiratory Positive Airway Pressure (EPAP). (4) Ability to track breathing patterns and respond automatically, eliminating the need for manual sensitivity adjustments. This solicitation document incorporates Federal Acquisition Regulation (FAR) provisions and clauses in effect through Federal Acquisition Circular 2002-06 and VA Acquisition Regulation (VAAR) clauses as follows: 62-211-6 Brand Name or Equal;5 2.212-1 Instructions to Offerors Commercial Items; 52-212-4 Contract Terms and Conditions- Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items with (b)(11), (12), (13), (14), (15), (16),(19)(ii), (21),(22), and (25) checked;and 852.270-4 Commerical Advertising. Thie provision at 52.212-2, Evaluation of Commercial Items, applies to this acquisition. The evaluation criteria stated in paragraph (a) of this provision are as follows. (1) technical capability of the item offered to meet the Government requirement and (2) price. The system offered must meet all the salient characteristics specified above to be considered for award.
