Description
NA Provide professional A/E services to furnish fully developed construction documents, including schematic submission, preliminary plans, technical specifications, working drawings, cost estimates, and construction period services for Project #529-307, Expand Primary & Specialty Clinics, Bldg. #1, VA Medical Center, Butler, PA. This work includes, but not limited to: electrical, mechanical, architectural, asbestos abatement and monitoring, and site modifications. Work includes, but is not limited to: complete demolition and renovation of approximately 19,000 square feet of floor space. The renovated space shall meet UFAS (Uniform Federal Accessibility Standards) requirements for handicap accessibility and VA Facility Planning criteria (H-08-9) for primary and specialty care clinics. Design will include all utilities, including, but not limited to: HVAC, electrical, fire alarm, sprinklers, plumbing, nurse call, and security alarm systems. This project design must be coordinated with VA Project 529-00-113, HVAC Phase 4. HVAC Phase 4 will provide an extension of the 4-pipe HVAC system to part of the area included in Project 529-307. Completion time for A/E design is 180 calendar days. The estimated construction range is $2,000,000.00 to $5,000,000.00. Only firms with prior experience in the design of similar type projects and those with the professional capacity to complete this type of work will be considered. Those firms determined to be the most highly qualified will be rated on the following evaluation factors in descending order of importance: TEAM PROPOSED FOR THIS PROJECT: Specific experience/qualifications of personnel proposed and technical competence of the firm with similar projects; PREVIOUS EXPERIENCE OF PROPOSED TEAM: Project experience on government contracts and previous experience with similar projects; PROPOSED MANAGEMENT PLAN: Professional capacity to perform within time limitations and plan for design and construction services; LOCATION AND FACILITIES OF WORKING OFFICES: Prime firm and consultants; PROPOSED DESIGN APPROACH FOR THIS PROJECT: Proposed design philosophy, proposed energy efficiency/waste reduction, and anticipated problems and potential solutions; ESTIMATING EFFECTIVENESS: Ten most recently bid projects and compare actual construction cost; MISCELLANEOUS EXPERIENCE AND CAPABILITIES: Interior design, CADD and other computer applications, value engineering and life cycle cost analyses, environmental and historic preservation considerations, and CPM and fast track construction; AWARDS: Awards received for design excellence; and LITIGATION: Litigation involvement over the last 5 years and its outcome. The geographical area of consideration is a 100 mile radius of the VAMC, Butler, PA. No bid packages are available. This is not a request for proposal. Those firms which meet the requirements are invited to submit two copies of Standard Forms 254 and 255 no later than 5/16/02, 4:30 P.M. NAICS Codes are 541310 and 541330. See Note 24.
