- ISSUE DATE: 03/15/02. Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal to provide a Jack Up Barge for use at U.S. Coast Guard Cleveland East Ledge Light Station, Buzzards Bay, MA. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is DTCGG1-02-Q-3WK167 and is issued as a Request For Quotations (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 01-04. The applicable NAICS code is 532490 and the small business size standard is $6.0 million. This solicitation is open to both large and small business. Two Contract Line Items are required. One for the base rental fee and the other a cost per day fee. The resulting contract will be a firm fixed price contract. Contract Line Item 001: Barge Rental Base Period: $____________ Contract Line Item 002: Cost of barge rental per day: $____________ Description of the requirements are as follows: Supply all labor, equipment, material and transportation necessary to provide a Jack Up Barge for on scene construction at Cleveland East Ledge Light, Buzzards Bay, Massachusetts. Scheduling and project coordination shall be conducted with Mr. Chris Ledwith (207) 741-5460 at CG Industrial Support Detachment South Portland, Maine. Contractor to provide own transportation to and from the light station. Barge shall be equipped with adequate berthing facilities for four USCG personnel for the duration of the contract. Barge shall be equipped with galley and shower/head facilities for use of USCG personnel. Barge shall have a deck crane capable of picking a load of 2500 pounds at a height approximately 50 feet above the deck. There are no sanitation facilities or utility services at the light station. The barge shall be self-sufficient. Coordinate with Mr. Ledwith if refueling, watering, and sewage pumping will require a break in the on scene time. Proposed construction schedule is to work 14 days straight, take 4 days off, and then to complete the remaining work in one uninterrupted stretch (ten additional days estimated). Tentative start of construction is June 3, 2002. However, start date is subject to change and may be delayed up to four weeks. Provide cost proposal for base schedule as stated (14 days on, 4 days off, 10 days on). Provide in the proposal the cost per day of any additional day on scene required if the project takes longer than estimated. Provide a credit per day if the project is finished earlier than estimated. The provision at FAR 52.212-1, Instruction to Offerors Commercial, applies to this acquisition and is incorporated by reference. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this solicitation. This is a best value procurement. Price and technical evaluation of the barge will be evaluated equally. Quoters will provide technical information on the barge pertaining to deck crane, berthing capacity, on scene duration, galley and sanitation facilities, and availability during the period requested. Quoters shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items with their quote. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and the clause at FAR 52.212-5 Contract terms and Conditions required to Implement Statutes or Executive Order-Commercial apply to this acquisition. The date for receipt of quotes is 04/30/2002 at 4:00 PM local time. Facsimile responses are authorized.
