Description
The National Heart, Lung, and Blood Institute intend to negotiate on a noncompetitive basis with Smarteam Communications Inc., 1612 U Street, N.W., Washington D.C. 20009, to develop marketing materials and to conduct a review of the web site for National Institute Health Library. Through competitive procedures Smarteam Inc., was issued a purchase order to develop marketing materials and web site design for the NIH Library. Smarteam Inc., successfully created the logo and slogan for the NIH Library. At this time, it is required that the logo and slogan designed by Smarteam, Inc., is applied to the NIH Library?s publications and web site applications. In order to maintain continuity of the methodologies used for the design of NIH Library?s publication and web site, and due to the knowledge gained by Smarteam Inc., in the initial competitive acquisition, an award to any other source for this follow-on contract would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Background Information: The National Institutes of Health (NIH) is one of the largest medical research centers in the world with a staff of more than 18,000 of whom 6,000 are specialists and/or physicians. The Library serves as a focal point for the exchange of biomedical information vital to the support of research activities conducted in the laboratories and clinics at the National Institutes of Health located in and around Bethesda, Maryland. Areas of research include medicine, biology, physics, veterinary medicine, chemistry, and statistics. The Library also serves the information needs of the administrative staff. The Library has 49 full time equivalent permanent staffs: 23 professional librarians, 2 translators, and 24 administrative and support staff. The Library offers a full array of information services including an extensive journal collection, a book collection, document delivery, study space, translations, reference, mediated database searches and end-user, electronic access to a number of indexes to the scientific literature, books, and over 2,700 full-text journals. Currently the Library is using a new logo and slogan which were developed by Smartean Inc., and NIH needs to have these elements incorporated into both print products as well as the web page in a way that will reinforce and strengthen the NIH Library brand. In addition, sub-branding needs to be developed for services such as instruction, custom services, and digital reference, and our web page needs a new organizational structure and improved navigation elements. Therefore it is to the governments best interest to continue the service with the company which has the required knowledge and experience by the NIH Library. The Library staff will provide usability testing of the redesigned web site and the results of these tests shall be incorporated into the design. Objective: The Contractor is required to design and reorganize a web site and to develop collateral print materials using a new logo and slogan. Services to be Performed: General Requirements; 1. Independently, and not as an agent of the Government, the Contractor, shall furnish all necessary labor, materials, supplies, equipment and services and the work set forth below. As part of the proposal the contractor will supply samples of print and web products in which they have incorporated logos and slogans. The contractor will show they have an undergraduate or graduate degree in communications, marketing, or design and at least one year?s experience applying slogans and logos to print and web-based materials for their clients. 2. All work under this contract shall be monitored by the Project Officer. Specific Requirements: The contractor shall provide an evaluation of existing materials to provide a framework for the design of all collateral materials. The development of a comprehensive suite of marketing materials that reinforce and support the NIH Library brand. Print products include general library and custom service brochures, instructional handouts, a bookmark, a PowerPoint template, a lobby sign, note cards, business cards, a suggestion form, a proposal cover sheet, an ILL book slip, table top tent cards, training flyers and posters, pocket portfolio, a form template, new hallway signage, table top exhibit panels, and other items. The design of print products that incorporate the new logo and slogan should include the preparation of final files for printing and printing oversight. Copy writing is needed for the brochures, bookmark, and tabletop tent cards, an audit of the Library web site that will provide recommendations for site redesign, and redesigned web site that will further strengthen the NIH Library brand. The design of the web site should include a new look and feel for the web site that incorporates the new logo and slogan is compatible with the print materials and sub-branding of individual services, and is responsive to the Library?s usability testing reports. Two initial versions of the web design are required: one that has the Library?s brand plus elements required by the Office of Research Services, and a second version that has the Library brand only. In addition the contractor will submit materials for review throughout the contract period. Government Responsibilities: The NIH Library shall provide results of usability tests of the current web pages. Information about the Library, its services and the NIH mission access to Library staff so that the contractor can learn about the services of the Library and the culture at NIH and usability testing of the new, redesigned web pages for the Office of Research Services web design requirements. Duration: The project will run for approximately 150 days beginning the date of Purchase Order issuance. The North American Industry Classification (NAICS) Code is 541490 and the Size Standard is $5.0 employees for this requirement. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2002-061 must be submitted in writing to National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20814-7902, Attention: Deborah Coulter.
