Description

The National Institute of Standards and Technology intends to procure on a sole source basis with Wendell Wallace, Washington, D.C. for technical support in developing customized electronic circuitry, sophisticated electronic diagnostic equipment, breadboarding and surface mounting skills, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. Specifically, tasks include: 1) completing the construction (breadboarding, wiring, mounting, testing) of one (1) Safety Interlock System; 2) completing the construction (breadboarding, wiring, mounting, testing) of the prototype flowmeter electronics control system; 3) completing all wiring of solenoids, transducers, thermocouples, control, and data acquisition, and testing of the Leak-into-Atmosphere System; 4) interfacing and testing new electronics control system to existing Low-Drag Spinning Rotor Gauge System; 5) wiring and interfacing the MEMS Sensor Evaluation System with existing multiplexing systems; and, 6) developing electrical specifications for a new Gas Manifold System. This is a sole source procurement because the Contractor has already performed extensive work during the design and development phase of each system cited and can singularly ensure that all supplemental work performed will be guaranteed compatible with the existing state-of-the-art measurement and standards equipment. A firm fixed price Purchase Order will be issued on or about April 29, 2002 with a 12-week performance period and one (1) optional 6-mo. period. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) will not be issued. See Note 26.
