Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RFQ-NP-08-02-076, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This requirement is restricted to small business. The North American Industry Classification System (NAICS) is 115310; size standard is $6 Million. LINE ITEMS: Item 001 is for a daily rate for one operated crew carrier meeting the specifications. Indicate how many carriers are offered and if there are for only one date. SPECIFICATION: 20-passenger crew carrier with driver and with storage capability under the vehicle for chain saws/saw fuel. Vehicle should also provide storage area/compartment for crew gear, personal baggage/hand tools. Carriers are needed for 4 separate training sessions to be held in May and June. Travel to the training locations requires driving several miles on narrow, gravel or dirt roads in the Forest. The number of carriers required ranges from 2 to 7 vehicles per training session. The duration for each training session is 4 days. On Day 1 the vehicles undergo pre-use inspection at the Forest Supervisor?s office in Willows and drive to designated pickup locations for passengers. On Day 2 vehicles are at the designated pickup locations at 0700 to pickup passengers to transport to training location in the Forest. On Day 3 the vehicles will leave the training locations in early afternoon to return passengers to original pickup locations. On Day 4 vehicles return to Willows for closeout inspection. The scheduled training dates are May 7-10, May 17-20, May 31 ? June 3, and June 7 ?10. There are several pickup locations in Northern California within a 150-mile radius of Willows; the training locations are located near Stonyford and Paskenta, CA. Contractor shall provide vehicles that meet or exceed the State of California Public Utility Commission (PUC) requirements. Operator shall provide proof of insurance and the necessary permit of authority to operate in California. Each operator shall possess a valid Class B Drivers? License?s with a ?P? endorsement and a DMV approved medical certificate issued within the past 2 years. The Forest Service will conduct pre-award inspection of vehicles on May 2-3 to those offerors who will be considered for award. Vehicles must pass a Forest Service safety inspection prior to award and show proof of all the above requirements at time of inspection. Inspections before each assignment will also be required as outlined above. The Government will not provide meals or lodging to the drivers. The drivers shall be self sufficient for eating and sleeping arrangements. Drivers shall be required to camp at the training location on Day 2 of each assignment so that the number of permitted daily driving hours is not exceeded. TERMS: The following provisions and clauses are hereby incorporated into this RFQ by reference, (full text of the clauses may be accessed electronically at www.arnet.gov/far/): FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation Commercial Items (see below for evaluation factors); FAR 52.212-3, Offerors Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (in paragraph b check 1, 7, 12, 13, 14, 15, and 25; in paragraph c check 1). No addenda apply to these provisions and clauses. SUBMISSION REQUIREMENTS: Vendors wishing to respond to this solicitation shall provide the following: (1) a price quote on company letterhead with a daily unit price per crew carrier. (2) The number of crew carriers offered, along with a description of the vehicles available including, but not limited to make, model, year, and accessories and information on proposed drivers. (3) If the offeror wishes to limit their offer to specific dates or number of vehicles, the offer must clearly state this intent. (4) Information related to the evaluation factors listed below. (5) Potential quoters shall also include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with their quote. It is anticipated that there may be more than one award from this solicitation. The Government will award contract(s) to the responsible offeror(s) whose offer conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotations: (A) technical capability of the carrier offered to meet the Government requirement (includes passing Forest Service safety inspection), (B) past performance (customer satisfaction, age of machine, business relations, timeliness of performance, previous experience in transporting fire crews), and (C) price. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. Quotes shall be received by close of business, April 30, 2002 at 4:30 p.m. Only written quotes (mail, fax copy or hand carry quotes) will be accepted.
