Description
The General Services Administration intends to issue a contract to Raytheon Systems Company under the authority of FAR 6.302-1 through solicitation number 6TSA-02-JMT-0122. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for Other Direct Costs on a Schedule buy for Hanscom Air Force Base, MA and will cover a base year with the option for four additional one year extensions. This procurement is to sustain existing AFW communications and processing systems and will cover the engineering, acquisition, installation, support, operation and maintenance of TVSAT systems and the accompanying space segment necessary for the compatible functionality of the TVSAT systems. Raytheon developed the initial functionality of TVSAT coupling commercial VSAT technology to a laptop computer running the appropriate user specific software for the Air Force Weather Agency. This portion of the procurement will be ordered against the GSA schedule. The Other Direct Costs will include AFW Communications System Sustainment (CLS), Hardware maintenance support for T-VSAT & NCH, Broadcast User NT Terminal (BUNT) maintenance and support, VSAT Uplink Hardware Support, VSAT Network Troubleshooting and Technical Support, VCH and BUNT Software maintenance and Support, AFWWS Communications hardware and software refresh, AFWWS communications system improvements, VCH software enhancement and upgrades and training. In addition, requested documentation, system development, satellite communication services, AFWA weather communications& processing support, OWS weather communications and processing support Of the AFW communications support are included. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All information received by close of business, 4/15/2002 will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
