Description
The Naval Air Warfare Center Training System Division at Orlando, FL has identified a Foreign Military Sales (FMS) requirement for Kuwait Air Force (KAF) F/A-18 Contractor Maintenance Instructors and KAF Maintenance Courseware Documentation Revision. This synopsis provides advance notification that the government intends to solicit, as a full and open competition, proposals for the following requirement: 1) Kuwait Air Force F/A-18 Training Advisory Team (TAT) Contractor Maintenance Course Instruction, and 2) Operational Flight Program (OFP) courseware revision, from KAF F/A-18 Lot XIV, 11C to 15C OFP. Use of a best value/trade-off source selection process will be utilized. The expected RFP release date is 29 April 2002. The government contemplates that the resulting contract will be firm-fixed-price, with a 60-month period of performance. The period of performance will include a 1-month mobilization period starting 1 July 2002, followed by a 12-month base period, followed by four 12-month option periods. The courseware revision task shall be completed within the first 12 months of contract performance. The award date is anticipated to be 30 June 2002. It is a firm requirement that mobilization start is 1 July 2002. Place of performance will be at the Ahmed Al Jaber Air Base, Kuwait. Requirements dictate that all on-site contractor personnel must possess at the start of the contract, a U.S. passport, a U.S. secret clearance, an approved Kuwait in-country work permit, a Kuwait Ministry of Defense base pass, a resident visa, and 2-years of relative F/A-18 military experience per the statement of work (see below). All KAF baseline courseware revision documentation/data will be made available at Ahmed Al Jaber Air Base, Kuwait from 29 Apr 02 through proposal due date. The Government WILL NOT conduct either a pre-solicitation or pre-proposal conference. All requirements shall be obtained solely from the RFP and in-country review of documentation/data. The following is a draft copy of the Statement of Work: This Statement of Work (SOW) defines the tasks required by the contractor to support the KAF F/A-18 Maintenance Training Program. The contractor shall provide F/A-18 Maintenance Instructors to conduct Kuwait Air Force (KAF) Maintenance Training Courses. The contractor shall upgrade the KAF Maintenance Training Materials from a KAF F/A-18 Lot XIV, 11C Operational Flight Program (OFP) courseware to a KAF F/A-18 Lot XIV, 15C OFP configuration. Contractor must be able to mobilize by 07-01-02 and meet a Contract Support Date (CSD) of 08-01-02. Contractor shall adhere to the KAF workweek, Saturday through Wednesday. The Contractor "normal" work hours will be 0800-1600, not to exceed 40 hours per week. At the discretion of the KAF, scheduled work hours may be altered to meet training requirements. The Contractor shall teach using maintenance training materials provided by the KAF and conduct classes at Ahmed Al Jaber Air Base, Kuwait. The contractor instructors shall use the Simulated Aviation Maintenance Trainers (SAMTs), currently configured to Lot XIII 89C + (KAF unique) and Naval Air Maintenance Trainers (NAMTs), currently configured to Lot XIV/91C to support classroom instruction. The Contractor shall train the KAF maintenance personnel to maintain KAF F/A-18 aircraft systems and instruct KAF instructors in the use of the maintenance trainers and courseware. The Contractor's duties shall include the following: 1) Provide KAF F/A-18 Familiarization Courses as outlined below; 2) Teach structured flight line hands-on training, as required by the KAF; 3) Provide training on unique airborne and support equipment; and 4) Upgrade maintenance courseware for such equipment. The present courseware is in 11C OFP configuration and will require upgrading to OFP 15C status. This task will involve the Contractor to handle and incorporate changes to an estimated 40-60% of the courseware material. The Contractor shall complete the OFP 15C courseware update by 31 July 2003. During the mobilization phase, the Contractor shall be responsible for mobilizing and preparing to assume the responsibility of the site at Contract Start Date (CSD) - 1 August 2002. The contractor will obtain necessary security clearances of assigned personnel. Contractor shall submit to the Government during mobilization, all resumes of assigned site personnel and, where appropriate, assigned support personnel. Also during mobilization, the Contractor shall inventory all site equipment and technical data located at Ahmed Al Jaber Air Base, Kuwait. During the transition phase, the Contractor shall retain all responsibilities and perform all requirements specified in the SOW, and shall provide the same levels of performance during the Transition Phase as described above. The Contractor shall provide experienced personnel with requisite skills at sufficient levels during the Transition Phase to insure the services are maintained at a high level of proficiency. If the Contractor is not successful in obtaining the subsequent KAF contract for the Training Advisory Team, the Contractor shall, during the last thirty (30) days of this contract, provide all reasonable support to the successor Contractor to ensure an orderly transition and minimize any impact on the training schedule. As a minimum, the Contractor shall provide the successor Contractor access to the site, material and all technical documentation and publications and shall allow the successor to observe all training and support tasks on a not to interfere with training basis throughout the Transition Phase. Support Requirements: the KAF will provide general facilities, office furniture, and baseline course materials required by the TAT. Items not provided by the KAF and needed to accomplish this requirement shall be the responsibility of the Contractor. The contractor shall be responsible for providing workstations and all administrative supplies in the support of all updates required for the KAF training materials. APO SERVICES: U.S. Citizen personnel of the prime contractor and U.S. subcontractors are authorized APO service in Kuwait to the extent that such services are available and subject to all published directives and regulations issued by the postal unit(s) providing such service. APO service for the contractor encompasses the following: Prime contractor personnel/first tier U.S. citizen subcontractor personnel are authorized full service First Class mail up to eleven (11) ounces per piece. The prime contractor/subcontractor shall pay all costs directly associated with this service. This authorization in no way obligates the United States Government to pay for this service. One contract post-award-conference will be conducted at Ahmed Al Jaber Air Base, Kuwait, not to exceed 3 days. This conference will be held to discuss contract issues such as but not limited to TAT program status and transition. A Pre-proposal/Site Visit WILL NOT be conducted due to the time constraints for contract award. KAF F/A-18 OFP 15C maintenance and flight technical manuals (and any additional applicable technical manuals) shall be the sources of instructional information used by the contractor for the updating of training materials. In order to correlate training with the practices of the Kuwait organizations, the contractor shall incorporate and use officially approved documentation, since this is the only reference or procedural material that is maintained current through a change or revision program. Component level technical manuals are required for non-standard customized hardware used in the training and/or maintenance of aircraft systems. On-site contractor personnel shall have, at minimum, a Secret Clearance. Support personnel traveling to/from Kuwait to assist the in-country personnel shall meet all Security Classification as required by TAT personnel. The contractor shall be required to conduct the courses outlined below in accordance with the schedule agreed upon with KAF Maintenance Training Center Commander. The contractor instructors shall update and use the developed Instructor/Lesson Guides, Student Training Course Guides, Audio Visual Aids, Video Tapes, Wall Charts, and Test for Measurement of Student Achievement. The contractor shall upgrade the KAF Maintenance Training Material from a KAF F/A-18 Lot XIV, 11C OFP courseware to a KAF F/A-18 Lot XIV, 15C OFP configuration. All contractor instructors shall have a minimum qualification of 2 years military operational background in F/A-18 Maintenance. This requirement will not be waived. The Contractor shall be responsible for maintenance instruction on the following aircraft systems: Hydraulic, Aircraft General (Plane Captain), Environmental Control Systems, Egress, Fuel and Airframe Structures. The Contractor shall provide training in the following courses: 1) KAF F/A-18 Stores Management System Organizational Course, Rate: AO; 2) KAF F/A-18 Environmental Control Systems Organizational Maintenance Course, Rate: AME; 3) NACES Organizational Maintenance Course, Rate: AME; 4) KAF F/A-18 Aviation Hydraulic/Structural Mechanic Organizational Maintenance Course, Rate: AMH/S; 5) KAF F/A-18 Power Plants, Secondary Power, Fuels, and Related Systems Organizational Maintenance Course, Rate: AD; and 6) KAF F/A-18 Plane Captain Course, Rate: PC. The Contractor shall be responsible for maintenance instruction on the following avionics systems: Electrical, Instruments, Flight Controls, CNI, Radar and Attack Control. The contractor shall provide AV maintenance training in the following courses: 1) KAF F/A-18 Combined Electronics Course, Rate AT; 2) KAF F/A-18 Electrical/Instrument System Organizational Maintenance Course, Rate AE; and 3) KAF F/A-18 Wire Bundle and Connector Repair Course, Rate ALL. The government intends to issue the RFP on or around 29 April 2002, with proposals due 30 days later. Specific details of the solicitation will be provided in RFP number N61339-02-R-0050, which will be posted on the World Wide Web at http://www.ntsc.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm.
