Description
The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Proposal (RFP) to perform engineering teardowns of automotive safety equipment and systems (seatbelts, air bags, brakes, etc). NHTSA has an ongoing program to evaluate existing motor vehicle regulations to determine their effectiveness, benefits and costs. The objective of this procurement is to provide data that can be used by the agency in its evaluation of the costs of motor vehicle equipment modified or added to motor vehicles necessary to comply with the performance requirements of existing regulations. Typical tasks may include: (1) Sampling Plan for Tear Down Cost Analysis ? contractor may be required to develop a plan of a sample of motor vehicles that have equipment related to the motor vehicle regulation being studied to determine the cost and weight attributed to that regulation. (2) Motor Vehicle Equipment Tear Down Cost and Weight Analysis ? contractor may be required to conduct detailed process operations analyses, to derive variable cost and weight estimates of motor vehicle equipment. An Indefinite Quantity, Time and Materials type of contract will be awarded. Multiple contracts may be awarded. It is anticipated that the proposed contract will be for a period of five (5) years. Electronic copies of the RFP and any other documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site or URL for the FedBizOpps page is www.fedbizoOpps.gov or the GSA Electronic Posting Service (EPS) at http://www.eps.gov. It is the Offeror's responsibility to monitor the Internet sites for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. Estimated date for release of solicitation is on or about May 31, 2002.
