Description
The Federal Aviation Administration (FAA) is seeking potential sources for Regional Telecommunications Support (RTS). RTS will be a set aside for Small Business Administration (SBA) certified socially and economically disadvantaged firms, 8(a); (NAICS code 54199). The FAA is planning to procure RTS on a Government Wide Agency Contract (GWAC). <P> The expected contract value is approximately $10 million per year. <P> The purpose of this work is to assist the FAA in the planning; installation, operation, maintenance, and decommissioning of FAA owned and leased telecommunication networks, as well as certain DOD telecommunications activities. These networks carry operational and administrative telecommunications and are key to the proper functioning of the National Airspace System. <P> Presently, RTS Support is performed under either the Telecommunications Implementation Support Services Contract (TISS), DTFA01-97-C-00047, with Unitech or the FAA Telecommunications Support Contract (FTSC), DTFA03-99-D-00012, with ITT Industries. <P> The current requirements for telecommunications support include, but are not limited to, the following areas: <P> 1. Site Surveys ? Identification of existing site conditions, configuration, implementation status, engineering/technical, network/system, and engineering requirements as well as implementation times, and development of cost estimates. <P> 2. Development of Transition plans - Telecommunications network and system plans including the roles and responsibilities of each party along with schedules, procedures, milestones, deliverables, funding and budget requirements. <P> 3. Installation and Maintenance - Site preparation, power, wiring, grounding/bounding, minor construction, heating and ventilation for leased and owned telecommunications network and system equipment. Training of site personnel may be required. <P> 4. FTI Transition - Coordination and review of plans to transition from the present mixture of owned and leased telecommunications networks to the Federal Aviation Administration Telecommunications Infrastructure (FTI) program. <P> 5. Administrative and Budget support - Budget and program preparation and tracking, Telecommunications Service Requests (TSRs) preparation, acquisition support, performance analysis, and program/project management. <P> Sources interested in this procurement should describe recent and relevant Government or private sector experience including contract numbers and points of contact, which demonstrates ability to meet and manage all of the above requirements. Also, include the name and contact points for any relevant GWAC contracts with which you are associated. <P> Contractors who meet the criteria are encouraged to submit a response, limited to 5-pages, by e-mail to dixie.harper@faa.gov, no later than close of business April 26, 2002 specifically addressing the above stated requirements. <P>
