Description
The FAA plans on entering into a Sole Source Contract with Dr. Tasha Inniss for a requirement to provide ad-hoc support estimated at no more than 400 hours in analyzing how flights impact during convective weather. The period of performance for this effort shall not exceed one year from date of award. <P> This requirement will support the FAA in its benefits analysis area, as investment analysis work is conducted on a wide range of potential projects that are claiming increased efficiencies in the airspace. The support required will be used to identify key data sources, documenting the findings, conducting relevant statistical data analysis, evaluating weather decision-support tools for effectiveness in mitigating delay during inclement weather, and developing stochastic models to estimate airport arrival capacity distributions during inclement weather conditions at the busiest airports. <P> The individual who provides this support must possess a PhD in applied mathematics with emphasis on statistics and aviation operations research, and be experience in stochastic programming and modeling for estimating airport arrival capacity distributions during inclement weather. This individual must be available for full or part-time research between June 3, 2002 and May 2, 2003, as well as provide as needed assistance during the remainder of the period of performance. The total cost of this effort over the period of performance will not exceed $25,000 of which $5,000 is allocated for expenses. <P> If you beleive you are as qualified as the above named individual, and can provide the needed level of support for the value indicated, please forward your qualifications and resume no later than May 6, 2002 to the Federal Aviation Administration, Contracts Division, Attn: Barbara A.
