Description
Aluminum Outboard Boat and Galvanized Trailer, Idaho Panhandle National Forests, Priest Lake Ranger District, Bonner County, Idaho. This is a combined synopsis solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-04-02-51 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. The North American Industry Classification Code is 441222. A quotation is requested for two (2) line items. LINE ITEM 1?Aluminum welded outboard boat with the following specifications: 1) approximately 17 feet in length, (2) V hull, (3) forward helm with steering, 4) welded walk-through windshield, 5) folding ladder, 6) welded self-bailing bow with diamond tread step-down, 7) heavy-duty fold-down top with side and back curtains, 8) windshield wiper, 9) glove compartment, 10) a total of four (4) removable seats: 2 soft-ride, 2 fold-down, on removable post with flush mount bases, 11) six (6) welded cleats, 12) built-in fuel tank, 13) fuel gauge, 14) horn, 15) bilge pump, 16) navigation lights, 17) bow eye, 18) stern eyes, 19) speedometer, 20) rpm gauge, 21) freeboard, painted Forest Service green in color, 22) 70 horsepower four-stroke outboard motor with prop, 23) 5 horsepower four-stroke outboard with prop, 24) must meet United States Coast Guard requirements. LINE ITEM 2?Boat trailer for boat in Line Item 1, with the following specifications: 1) galvanized, 2) with trailer jack, 3) with bearing protector, 4) with trailer lights. The Forest Service has two (2) boats available as possible trade-ins toward the purchase of the boat named in Line Item 1. Digital photos of the two (2) boats available for trade-ins are included in this solicitation, in jpg format. One boat is a twin jet, aluminum hull, bridge erection boat, Model USCSBMK1, 1940-01-105-5728, twin 6-cylinder diesel English engine, twin jet drive, weight 8800 pounds, length 26 feet, beam 8.1 feet, height 9.9 feet at cab, draft 2.2 feet, with cradle, last operated 2 years ago. One boat is a Munson brand, length 23.5 feet, beam 7 feet, V-8 engine, jet drive, full cabin, trailer included, last timeframe of operation unknown, the need for a new engine is highly probable. Offers will be considered with and/or without the trade-in option included. Inspection will be made at the delivery point for conformance with specifications. Offerors shall provide a complete copy of written warranty for boat and trailer in their responses to this solicitation. Required delivery to be made to the Priest Lake Ranger Station located at 32203 Highway 57, north of Priest River, Idaho, on a regular workday (Monday through Friday) during regular business hours (7:30 a.m. to 3:00 p.m.), excluding official Federal Government holidays. Contractor shall notify the Government a minimum of 24 hours prior to delivery. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The contract award will be offered to the best value offer made to the Government, considering price, net cost, and technical specifications. The Government reserves the right to reject any and all offers. Offerors will include with their offer a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, apply to this acquisition.
