TRAFFIC ALERT AND COLLISION AVOIDANCE SYSTEM (TCAS) AND TERRAIN AWARENESS AND WARNING SYSTEM (TAWS).=20 Response Date: 17 Apr 02.=20 Contract Award Date: 1Qtr FY03.=20 Traffic Alert and Collision Avoidance System (TCAS), Terrain Awareness and Warning System (TAWS) INDUSTRY DAY ANNOUNCEMENT - This is an Industry Day Announcement for the Traffic Alert and Collision Avoidance System (TCAS), Terrain Awareness and Warning System (TAWS) Follow-On Requirements. ESC/GAT would like to discuss its acquisition approach and its evaluation factors when determining contract award. These discussions are intended for the prospective prime contractors (and their team members) for the planned TCAS and TAWS procurements. Global Air Traffic Management (GATM) Background. The Global Air Traffic Operations/Mobility Command and Control (GATO/MC2) System Program Office (SPO) mission is to support the acquisition of Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) avionics for the Air Force fleet to allow unrestricted access of military aircraft to worldwide airspace, and to comply with Secretary of Defense-mandated Navigation Safety requirements. Therefore, the SPO supports procurement of commercial equipment that conforms to appropriate military, civil and industry standards to meet current and future airspace requirements, or equipment that has a defined path to meet those objectives before deliveries of the equipment are scheduled to commence. ESC/GAT centrally procures GATM equipment, maximizing avionics commonality across platforms. The individual aircraft platform SPOs integrates the equipment to their aircraft although they must inform ESC/GAT of all interoperability issues that might affect the = equipment=92s certification status. The following information is provided for planning purposes only and does not constitute a Request For Proposal (RFP) nor does it restrict the Government as to its acquisition approach. The GATO/MC2 SPO at Hanscom AFB, MA is requesting information from industry concerning its plan to respond to the GATO/MC2 SPO acquisition approach for the TCAS and TAWS Follow-On requirements. The SPO is planning on awarding the Indefinite Delivery/Indefinite Quantity (IDIQ) contracts during 1st Quarter of FY 03. The GATO/MC2 SPO will use the information gained from these discussions to gain an understanding of technical approaches to meet existing and future TCAS and TAWS requirements and to develop realistic acquisition strategies that promote commercial solutions. The commercial solutions must also maximize common solutions for multiple Air Force aircraft (fighter, bomber, airlift, tanker, etc.). Each offer should present a TCAS and/or TAWS offering to include all ancillary equipment (e.g., antennas, displays). Questions for Prospective Offerors for the TCAS/TAWS IDIQ Contract: Q1. What teaming arrangements do you foresee? Have you contacted supplementary manufacturers or vendors to determine their interest in teaming with you to support Air Force GATM needs? Do you think you will be able to identify small business vendors willing to team with you? Do you believe you can put together a team to implement and support a TCAS and/or TAWS system? Q2. Are you and your team members willing to provide the necessary documentation to the Platform integrators (including commercial integrators) to integrate your system into the aircraft system? Will you enter into non-disclosure agreements with commercial integrators to facilitate Platform integration? Q3. Are you willing to provide the pricing information necessary for Warner-Robins Air Logistic Center to determine support development cost estimates required under the source of repair assignment process? Q4. Are you willing to provide a firm fixed price with 10-year warranties? Q5. Do you believe that our draft Statement of Objectives adequately addresses the risk mitigation and architecture definition efforts needed to support GATM operations? In your opinion, what are the five most important risk mitigation or architecture definition tasks/objectives for TCAS/TAWS in its current phase? Industry Day Announcement. ESC/GAT would like to invite interested Industry representatives to participate in a TCAS/TAWS Industry Day to be held May 1-2, 2002, at the ESC Conference Center, Hanscom AFB, MA. The TCAS/TAWS Industry Day will be divided into two parts: a. Open session held May 1, 2002 from 8:00 - 9:30 am. During this session the Government will brief the notional TCAS/TAWS follow-on acquisition strategy, a notional acquisition schedule and an outline of the major TCAS/TAWS operational requirements. All interested parties are invited to attend. If you wish to participate in the TCAS/TAWS Industry Day open session, please contact Capt Chris Bisbano or Ms. Stacey Williams with the names and affiliation of the attendees (no more than five (5) per organization). Contact information for Capt Bisbano and Ms. Williams is provided below. b. Individual face-to-face discussions. These discussions will be scheduled on May 1-2, and will be scheduled in ninety- (90) minute blocks. Three (3) sessions will be available on May 1 beginning at 10:00 am and five (5) sessions will be available on May 2 beginning at 8:30 am. The purpose of the individual face-to-face discussions is to provide firms interested in being TCAS and/or TAWS prime contractors and their team members a forum to discuss the TCAS/TAWS acquisition strategy and objectives, their ability to meet TCAS/TAWS requirements, and to discuss any technical issues. If you wish to participate in the TCAS/TAWS Industry Day individual face-to-face discussions please contact Capt Bisbano or Ms. Williams with the names and affiliation of the attendees (no more than eight (8) attendees total, including both prime contractor and team member attendees). A Request for Information (RFI) was published on the Commerce Business Daily Net on June 7, 2001[Printed Issue Date: June 11, 2001]. The following companies have expressed interest in being TCAS/TAWS prime contractors (for the competitive procurement): Aviation Communication and Surveillance Systems (ACSS), Phoenix, AZ; BAE Systems, Greenlawn, NY; Honeywell Aerospace Electronics Systems, Redmond, WA; Rockwell Collins, Inc., Cedar Rapids, IA; and Universal Avionics Systems Corporation, Tucson, AZ. Interested subcontractors should contact these companies. Additional Information: The Government will not reimburse contractors for any cost associated with preparing or submitting a response to this notice. Participation in the TCAS/TAWS Industry Day is voluntary. The conduct of the TCAS/TAWS Industry Day and/or the information presented herein will not obligate the Government in any manner. The Government will not reimburse the Industry Day attendees for any cost associated with participation and is under no obligation to award any related contract associated with this event. This invitation to participate in the TCAS/TAWS Industry Day does not constitute an invitation for bid or request for proposal. Any procurement action for TCAS/TAWS will be the subject of a separate, future announcement.
