- NA The Defense Threat Reduction Agency (DTRA), Acquisition & Logistics Directorate, Technology and Combat Support Contracting Office, has a requirement for an effort entitled Gamma/Neutron Detector and the Deployable Gamma/Neutron Portal Detector. DTRA inten ds to solicit on a non-competitive basis to NucSafe LLC, 11020 Solway School Road, Suite 102, Knoxville, TN 37931. The objective of this effort is to improve the neutron collection efficiency of the NucSafe Guardian Detector, conduct further research and testing on the NucSafe Guardian Detector's capabilities, and develop a Deployable Gamma/Neutron Portal Detector. NucSafe has demonstrated the ability to produce a neutron detector made from scintillating glass fibers. NucSafe is the only known source to possess an exclusive license to use and market the scintillating fiber technology. This effort will reflect a period of performance of 12 months. The NAICS code for this acquisition is 541710 (500 employees). The statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is NOT a request for competitive proposa ls. However, any firm may identify their interest by submitting a qualifications and capabilities statement not to exceed 10 pages to Ms. Elizabeth Braxton via e-mail only (E-mail: elizabeth.braxton@dtra.mil) no later than fifteen (15) days after the date of this notice.
