Description
NAICS Code 561320 Solicitation No. GS-07P-02-HHD-0030 for Administrative Support Survices, Regionwide, for the States of Texas, Oklahoma, New Mexico, Louisiana and Arkansas, will be issued on or about April 18, 2002, with offers due on or about May 20, 2002. After further discussions with the Small Business Administration, this procurement will be a Total HUBZone set-aside. The support services will include a variety of clerical work, related administrative duties, financial functions, purchasing functions, architectural/engineering disciplines, Project Managers and Construction Representatives. Procurement will be accomplished utilizing Best Value Source Selection Procedures. This contract will be for a base of 1 year, with options to extend for additional three 1-year periods. Multiple awards may be made with each awardee being guaranteed a minimum of $200 per year. The Government may or may not hold discussions on technical proposals, therefore, the offeror's initial proposal should contain the offeror's best terms from a technical standpoint. Evaluation of Technical Factors will be accomplished by the Government's critical analysis of each contractor's proposal. The technical factors, in descending order of importance are: Experience, Past Performance, and Management Approach. The number of offerors included in the competitive range may be limited to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government is not limited to contacting only those references proviced by the offeror(s). The Government may also consider the offeror's performance on contracts not submitted by the offeror that the Government is aware of, or becomes aware of. Proposals shall be received at the following address by 3:00 p.m. CST on or about May 20, 2002: General Services Administration (7PMA), Attn: Carolyn Smith, 819 Taylor St., Room 12A28, Fort Worth, TX 76102-6105. Faxed, facsimile, or emailed proposals WILL NOT be accepted or considered. Any documents related to this procurement will be available via the Internet only. No hard copies will be available.
