Description
The Space and Naval Warfare Systems Center San Diego (SSC SD), Simulation and Human Systems Technologies Division (Code 244), intends to award an indefinite delivery, indefinite quantity type contract with a cost plus fixed fee pricing structure for research, development, test, analysis, assessment, system validation, experimentation, systems engineering, software engineering, software design, configuration management, modeling, simulations, human factors engineering, specification development, and feasibility demonstration of technologies that will lead to increasing the knowledge base and understanding of the current and future C4ISR environment as it relates to command and control. The scope of the contemplated effort will also include working with a wide range of C4ISR subsystems from antennae to computers to interface units and performing: interoperability of components, equipment, and systems; integration of experimental, prototype, and production modules; and conducting field tests/exercises both ashore and afloat. Further, this effort will include working with models, simulations, mature equipment and systems, and prototype/experimental designs. The scope of this effort will also include installation, operation, and maintenance of equipment/systems and the training of user personnel at domestic and overseas locations. Interested offerors should have a presence in the San Diego area. This acquisition is being conducted using the Advisory multi-step process (see FAR 15.202). Interested offerors submitted capability information in response to a market survey published on the SPAWAR e-Commerce Web site (see Web address below) on 5 September 2001. SSC SD reviewed capability information and invited the following four offerors to participate in the resultant acquisition: Northrop Grumman Information Technology (POC: Mike Wickersham, 619-221-4676), Titan Systems Corporation (POC: Joan Stayton, 619-278-2046), Veridian Engineering (POC: Ronald Hill, 937-476-2504), and Science Applications International Corporation (POC: Jim Heleniak, 858-826-5549). The Government intends to make a single award using full and open competition for this effort. The Government estimates a performance period of one base year plus four one-year options. The estimated level of effort for the entire requirement is 236,160 direct labor hours. All responsible sources may submit a proposal that shall be considered by the Government. No hard copy versions of the request for proposals (RFP) will be available. See note 26.
