Description
It is the intent of the FISC Norfolk Naval Shipyard Annex to contract for services of transportation and disposal of Classes A, B and C radioactive solid waste for the following non-Atlantic compact Naval Nuclear Propulsion Program (NNPP) sites: Norfolk Naval Shipyard, Portsmouth, Virginia; Portsmouth Naval Shipyard (PNS), Portsmouth, NH; Trident Refit Facility (TRF), Kings Bay, Georgia; Naval Air Station North Island (NASNI), San Diego, California; Naval Base Point Loma, San Diego, California; Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY& IMF) (only WA state only dangerous waste ineligible for burial in the NW compact disposal facility) and Knolls Atomic Power Laboratory (KAPL), Ballston Spa, New York under a sole source basis in accordance with FAR 6.302-1, to Duratek. This procurement will be awarded as an indefinite delivery/requirements type contract with firm fixed unit prices for a base ordering period of one (1) year with two (2) one year options. All options will be evaluated with the base period. Services are in accordance with rules and regulations promulgated by NRC and appropriate state agreement, for the removal, transportation and disposal of radioactive waste. Disposal shall be to the Southeast Compact disposal site in Barnwell, South Carolina. Contractors shall be required to have, at time of award, all necessary licenses and permits necessary for the transportation and disposal of radioactive waste. The waste shall be transported in exclusive use vehicles owned or leased by the contractor where exercised complete control over all the vehicles it used for transportation of waste. Services shall be performed by contractor employees (drivers) and under direct authority of the contractor. No contract services shall be subcontracted to other than the contractor awarded the contract unless authorized. Recipients of the radioactive material shall have in their possession an emergency response plan and personal dosimetry and radiation monitoring equipment during the performance of these services. Closing date to be established when solicitation is issued. DFAR 252.204-7004 Required Central Contractor Registration applies.
