Description
NA This project requires the construction of a new Border Patrol Station to serve approximately 50 Border Patrol Agents in Sanderson, Texas. The facility will consist of an administration/detention building, visitor/POV vehicle parking, covered government pa rking, an impoundment area, sallyport, and a fuel island and wash facility with canopy. Supporting facilities include utilities, electric service, fire protection and alarm systems, access roads, paving, walks, curbs and gutters, storm drainage, security fencing and lighting, information systems, site development, and landscaping. Also included will be furniture and casing, security systems, close circuit television and security cameras. This requirement is offered to all qualified, responsive concerns and bids will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonab le price will be made before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible Section 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. Competit ion among 8(a) concerns is limited to the SBA El Paso, Texas District office. If circumstances do not permit an 8(a) award, the Government intends to award on a competitive basis to an eligible HUBZone concern in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a HUBZone award, the Government intends to award on the basis of full and open competition from among all responsible, responsive bids received providing award can be made at a fair market price. HUBZone price evaluation pre ference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concern?s price. Estimated duration of the contract is 465 days. Option will be exercised at the Government's discretion. The plans and specifications, when available will be posted on the Internet and available on CD-ROM. Plans and specifications will not be available in paper format. Notification of amendments will be made through either 3.5 floppy diskettes, CD-ROM, and/or Internet only. However, the Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view our web sit e daily for amendments to the solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is 233220, Commercial and Institutional Building Construction. Small Business Standard is $28.5 million. The constru ction project price range is $1,000,000 to $`5,000,000. The solicitation is tentatively scheduled to issue on or about 1 August 2002, and bids opening on or about 3 September 2002. Bidders shall register themselves on the Internet to receive amendment notices. The Corps of Engineers accepts bids from Prime Contractors onl y. Subcontractors and suppliers can also register on the plan holder?s list as at the same we b address.
