NA The M915 PMO is issuing a market survey for Crew Protection Kit (CPK) concepts for the M915 Family of Vehicles (FOV). The purpose of this market survey is to determine the availability of CPK technologies and concepts to meet the following requirements. Th e information you provide will be used to develop a purchase description for a planned future procurement of crew protection kits. It is desired that one kit shall be used on all M915 FOV vehicles. The M915 FOV consists of the following Freightliner manufactured vehicles: M915A2 Class 8 Line Haul Tractor 52,000 lbs. GVW M915A3 Class 8 Line Haul Tractor 52,000 lbs. GVW M915A4 Class 8 Line Haul Tractor 52,000 lbs. GVW M916A1 Light Equipment Transporter 68,000 lbs. GVW M916A2 Light Equipment Transporter 68,000 lbs. GVW M916A3 Light Equipment Transporter 68,000 lbs. GVW M917A1 Dump Truck 68,000 lbs. GVW M917A2 Dump Truck 68,000 lbs. GVW More detailed descriptions of the vehicles can be found at: http://www.freightliner.com/govt/military/default.asp http://peocscss.tacom.army.mil/pmFP/pm_imsmo/m915/index.htm The M915 PMO desires the following performance requirements for the M915 FOV CPK:  The objective ballistic protection is 7.62mm Armor Piercing IAW STANAG 4569 level 2 KE threat.  The threshold ballistic protection is 7.62mm NATO Ball IAW STANAG 4569 level 1 KE threat.  The objective artillery protection is 155mm at 80 m IAW STANAG 4569 level 2 KE threat.  The threshold artillery protection is 155mm at 100 m IAW STANAG 4569 level 1 KE threat.  The objective mine blast protection is 6 kg AT mine blast under center IAW STANAG 4569 level 2b blast mine threat.  The threshold mine blast protection is 6 kg AT mine blast under any wheel IAW STANAG 4569 level 2a blast mine threat.  The objective weight is 2500 lbs. maximum.  The threshold weight is 3000 lbs. maximum.  The Crew Protection Kit shall meet the Injury Criteria specified in FMVSS 208 section S6 when subjected to a 6 Kg AT mine blast under any wheel. (See FAR Part 19--Small Business Programs) 4. Summarize your strategy for meeting the above requirements. 5. Describe any previous experience you have with crew protection kits for wheeled vehicles? 6. Describe any experience you have with integrating a CPK on a class 8 or similar vehicle? 7. Do you possess any ballistics computer simulation capability? If so, please describe. 8. Do you possess any mine blast computer simulation capability? If so, what is your level of confidence that simulation will be able to accurately predict the performance of your CPK? 9. Do you have experience with energy absorbing seats for this type of application? If so, would this technology be included in you CPK? 10. How will your kit affect the performance, gross combination vehicle weight, center of gravity and weight distribution of the vehicle with the fifth wheel in the haul and load positions? Bobtail configuration? 11. Will your kit affect vehicle transportability (current requirement is MIL-STD-209J)? How so? 12. Will your kit affect access to any commonly used areas of the vehicle, such as BII box, battery box or the spare tire? 13. What equipment would be required to install your kit? What Level of maintenance is required? Unit, direct support or general support (levels are explain ed in AR 750-1)? 14. With the proper equipment, how long will it take to install your kit? How many people are required to install your kit? 15. Will your kit be able to be removed from the vehicle? If so, will the vehicle be returned to its original configuration? If not, explain. 16. Will your kit require any preventive maintenance checks and services (PMCS) beyond tightening loose fasteners? 17. Will your CPK meet the requirements of FMVSS 208? Would a different standard be more appropriate? 18. Are there any other comments/concerns you have with the stated requirements?
