Description
Notice of Contract Action (NOCA). The government intends to award a contract for Airborne Broadcast Intel (ABI) software maintenance. ABI software maintenance includes all necessary labor, material, equipment and services to perform the following software engineering tasks: Perform software modifications to the ABI software; complete interface changes for the Multi-mission Advanced Tactical Terminal (MATT) and the Airborne Quad Zebra (AQZ) radios; carry out system design changes; support systems integration and functional/production testing; accomplish software trouble-shooting and deficiency assessment of fielded systems; delivery non-proprietary ABI source code and executable; integration and testing to validate system capabilities and functionality; quality assurance; and configuration management to Boeing Co, Fairfax, VA. The government intends to solicit and negotiate with only one source under authority of FAR 6-302-1 entitled "Only one source and not other supplies or services will satisfy agency requirements: Authorization to do this is contained under 10 U.S.C. 2304-A9(1). This contract action represents a follow-on contract for which the /Government considers that an award to any source other than The Boeing Company would likely result in substantial duplication of cost that is not expected to be recovered through competition or unacceptable delays in filling the Government's requirements. Award of this action will be made on or about 10 May 02. Additional information ay be obtained from the POC above. The Government will consider proposals from all responsible sources. See Numbered Notes 22. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection. You can contact the Ombudsman at (781) 377-5106. See Note 26.
