Description
Sources Sought Synopsis-- The U.S. Department of Commerce, Office of Acquisition Management (OAM) is conducting a market survey to seek information and to determine the interest from private industry in providing Acquisition Support Services and Acquisition related Information Technology support. The federal acquisition community (including both the information technology/CIO community and the procurement community) has been subject to significant reform initiatives over the past several years. These reform measures such as the Clinger-Cohen Act, Government Performance and Results Act (GPRA), and Federal Acquisition Streamlining Act (FASA), as well as the more recent Presidential and OMB directives to increase the use of performance-based contracting techniques have significantly changed the federal government?s approach to acquiring goods and services. Many federal agencies are having difficulties fully understanding and implementing these reform measures and streamlining practices and procedures. There is a shortage of experience and expertise in effectively implementing acquisition reform measures. DOC/OAM seeks statements of qualifications from firms who provide a broad suite of acquisition support services, Information Technology, Business Development, and Performance Based Contracting, with an emphasis on innovative and aggressive steps to plan, control, and manage acquisition functions that are not inherently governmental in an efficient and cost-effective manner. This not only includes innovative ways to manage existing contracts, but also innovative ways to acquire new or additional resources. A Statement of Opportunities (SOO) will be made available via FedBizOpps within the next two weeks to contractors interested in this project. The SOO will provide data which vendors can use to understand the organization's functions in terms of purpose, scope and volume. Vendors will be asked to submit solutions which offer the greatest potential benefit to DOC/OAM, by outsourcing to a commercial entity. If it is determined that there is no productivity or economic benefit to U.S. Department of Commerce, Office of Acquisition Management resulting from the outsourcing of this activity, this acquisition may be cancelled, with the functions being retained in-house and performed by Federal employees. No payments will be made to contractors for expenses incurred in this survey and submittal process. THERE IS NO SOLICIATATION AVAILABLE AT THIS TIME. The Government does not intend to award a contract on the basis of this notice, or otherwise pay for any information solicited. Close date will be determined with the issuance of the Statement of Objectives. The Open Meeting for Vendors has been scheduled for Monday, April 15th at the Department of Commerce Building, 1401 Constitution Avenue, Washington DC 20230 from 1:30 to 3:30 in room 1414.
