t. furnished items), transportation and other items required to aerially spray approximately 4,500 acres (+ 15%). Application aircraft will be restricted to turbine rotary aircraft which can maintain insecticide release height of 75-100 feet above the tree canopy in mountainous terrain to insure good insecticide coverage under varying weather conditions. Some blocks on the Blue Ridge Parkway consist of narrow treatment swaths along a roadway. In addition, the majority of the proposed treatment blocks are relatively small ranging in size from 61 acres to 1,038 acres. Insecticides to be applied are Gypchek, Btk, and Dimilin. Approximately 2,678 acres are being proposed for Btk; 1,462 acres are being proposed for Dimilin and 265 acres are proposed for Gypchek. Some areas being treated with Btk may require two applications. The Government will provide all Gypchek and Gypchek additives. Treatment blocks are located on the George Washington and Jefferson National Forests in Shenandoah, Page, Bath, Alleghany, and Botetourt counties in Virginia and Hardy County in West Virginia and the Blue Ridge Parkway in Botetourt county, Virginia. Treatments will be targeted for the early caterpillar stages of the gypsy moth and are expected to begin approximately May 1, 2002. Contractor will be required to provide one communication/safety aircraft for each turbine application aircraft. In addition to providing communication/safety aircraft, bidders will be required to provide in each application aircraft a Differentially Corrected Global Positioning System-Based Aircraft Tracking Guidance and Flight Path Recording System (DGPS) and a satellite tracking system that provides continuous position information when electrical power is applied to the aircraft. Contractor will also be required to provide security measures that will ensure the security of the aircraft, support equipment and spray materials throughout the project. The procurement will be negotiated considering price and other factors. The other factors include: (1) Safety and Security, (2) Technical Approach, (3) Equipment, (4) Personnel, (5) Firm's experience and workload. Small business concerns and firms other than small business concerns can participate.
