Description
NASA/GSFC plans to issue a Request for Quotation (RFQ5-73908-211) for the design and execution of two technology development efforts for the LISA program. Specifically, the contractor will conduct a LISA material structural stability study and design and build the LISA phase measurement demonstration apparatus at the Goddard Space Flight Center. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from the University of Florida under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. The University of Florida will be providing personnel with unique and extensive expertise in laser frequency stabilization, precision control systems, ultra low-loss optical resonators, and seismic and temperature stabilization with respect to interferometric gravitational wave research. The University of Florida personnel also posseses unique experience through membership in the Laser Interferometer Gravitational Wave Observatory (LIGO). This knowledge and unique experience is critical to the design efforts required. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 15, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. The University of Florida will place a research scientist with this experience at GSFC for 50% of his time over the period of this contract (1 year). Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
