- Description
- The Chief Financial Officer of the District of Columbia intends to award Blanket Ordering Agreements (BOAs) under the terms of which firms holding the agreements may receive orders for the provision of services and assistance as subject matter experts in Medicaid and other federal grant and assistance programs. Ordering offices will include the Office of the Chief Financial Officer, Deputy CFOs who manage the finances at various District agencies and directly to other District of Columbia government agencies at which the ordering officers are established by the Contracting Officer. ------- It is intended that, upon receipt of orders, the Contractor shall provide advisory, administrative, project management services and operational assistance, to include one or more of the following: i) Actuarial and financial analysis; ii) Billing services; iii) Medicaid state plan amendments and waiver application processing; iv) Budget projections; v) Rate setting; vi) Program operation; vii) Quality Assurance. ----- The RFP will be available only by email - no hard copies will be sent nor will printouts be available for collection in the contracting office. To retrieve a copy of the RFP off the CFO's system, send an email to cfobuys@dc.gov, and insert the RFP number CFOPD-02-R-007 in the SUBJECT line. Do NOT put text in the message part of your request - distribution is automated and nobody will see the text. ------ PERTINENT DATES: The deadline date for the receipt of proposals is 5PM EDT, Tuesday, April 30, 2002. The deadline date and time within which you can retieve the RFP is midnight EDT on Monday, April 15, 2002, and the deadline date for the receipt in this office of questions with respect to the requirements and procedures is 5PM EDT, Friday, April 19, 2002. Question must be submitted by email, and the email address to use for that purpose is on page one of the RFP. ------- REGULATORY ENVIRONMENT: This procurement is conducted under the provisions of the procurement regulations of the now-dormant D. C. Financial Responsibility and Management Assistance Authority (a.k.a. the Control Board), whose regulation remains in force for the OCFO. Agreements awarded as well as subsequent orders placed under them will likewise be administered under this regulation.
