- Plans and specifications will be available only at http://www.esol.navfac.mil. It is the intent of this solicitation to obtain construction, alterations and repair of Government facilities by means of an indefinite quantity job order contract (JOC) at the Naval Surface Warfare Center, Crane, IN and other areas within the ROICC Crane's area of responsibility. JOC will be effective for a base period consisting of 12 months. This contract will also provide for an additional four (4), 12 month option periods to be exercised at the discretion of the Government. The guaranteed minimum is $300,000.00 with a maximum of $6,000,000.00 per period. Option periods may be exercised when the maximum of $6,000,000.00 per period is met or when the 12-month period expires, whichever comes first. The contractor shall perform any or all functions that will be specified in Section "C" in accordance with the scope of work contained in each individual task order issued under this contract. MEANS ESTIMATING GUIDE will be the basis for pricing each task order, consisting of the Facilities Construction Cost Data, Mechanical and Electrical books, multiplied times the applicable coefficients. This is a negotiated, best value procurement (RFP), consisting of technical and price proposals. This will be a two-phase procurement. For the first phase, offerors will be evaluated on the following technical factors: management ability, past performance/experience, and subcontracting support capability. After the proposals are evaluated, those offerors in the competitive range will advance to phase two. During phase two, all offerors in the competitive range shall submit coefficients as described in the solicitation specifications. Offerors in the competitive range will be evaluated on JOC Task Order preparation in phase 2. For phase two of this procurement, the price is equal in value to the technical factors. This solicitation will be issued under the North American Industrial Classification System (NAICS), 233310 with a size standard of $28.5 million. This acquisition will be issued unrestricted. The solicitation will be available on 30 Apr 2002. Plans and specifications will be available only at http://www.esol.navfac.mil. The official plan holders list will be maintained and can be printed from the website. Any amendments will be posted on the website for downloading. This will be the only method for distribution of any amendments.
