Description
This is a notice of intent from the Naval Air Warfare Center, Aircraft Division to issue a Cost Plus Fixed Fee (CPFF) task order, on an other than full and open competition basis, to an existing Basic Ordering Agreement (BQA) with Northrop Grumman Corporation, South Oyster Bay Road, Bethpage, NY, 11714. The Naval Air Warfare Center Aircraft Division (NAWCAD) in conjunction with the Office of Naval Research (ONR) is developing an UHF Electronically Scanned Array (UESA) antenna for potential use in support to the Navy?s Airborne Early Warning (AEW) mission. Program plans call for the UESA antenna to be configured and delivered to the Makaha Ridge Facility (MRF) in Kauai Hawaii for a mountaintop demonstration. As the manufacturer of the E-2C, Northrop Grumman has a unique, in-depth corporate knowledge of the aircraft?s physical structure, electrical systems, avionics and system interfaces. Additionally, Northrop Grumman is familiar with U.S. Navy system requirements and design methodologies best suited to meet those requirements. In order to reduce or eliminate system integration risks for these new systems, it is vitally important to the eventual success of the program that Northrop Grumman provide that expertise to the team. Northrop Grumman is the only firm that possesses the necessary knowledge, experience, and proprietary technical data required to perform this effort with in the limited time constraints of the Navy.
