Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit orally and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Pacific Wave Industries, Inc., Los Angeles, California for 20 grams of CPW-1, manufactured by Pacific Wave Industries. The CPW-1, a patented chromophore, is used in the fabrication of RF polymer modulators. Interested small business concerns may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received (quote with product specifications) will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the contract specialist, Marlene Hueber, Marlene.Hueber@rl.af.mil or Fax 315/330-8090. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Ms. Linda W. Reed, Deputy Chief, Contracting Division, at (315) 330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. This procurement shall be awarded under Simplified Acquisition Procedures (SAP).
