Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR: The Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-01-T-0141 applies and is issued as a Request for Quotation. This procurement is 100% set-aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 and Defense Acquisition Circular 91-19. The North American Industry Classification System (NAICS) code is 336611 and the business size standard is 1000. Fleet Contracting Center, Mayport Fl intends to purchase on a full and open competitive basis following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Wage determination 1994-2115, Revision No. 27, dated 05/31/2001 is here by incorporated into this solicitation. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at www.arnet.gov/far. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications-Commercial Items with their offer. The government intends to make a single award to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government considering price and price-related factors. This solicitation will be evaluated on the following factors: Technical, and price. The Contractor shall renovate the Learning Resource Center (LRC), compartment 2-328-0-Q, aboard the USS DE WERT (FFG 45) while the ship is undergoing Pre-Overseas Movement (POM). All work performed and material provided shall be in accordance with Habitability Materials List Rev K and specifications below, as applicable. Repair disturbed surfaces, lagging, paint, metal and PRC membrane due to demolition and installation of new furnishings or renovations. Paint Bulkheads. Install new false overhead with ventilation, Mil-Spec light fixtures (8) and PVC aluminum ceiling panels, drop ceiling grid Chicago Metallic #830 system type F with clips. Install transitional ducting from ship ventilation to 6" round false overhead damper/diffusers. Resurface deck "PRC" with new color coat flakes and 2 clear sealer coats when renovations are complete. Install false bulkhead, Metal Joiner Bulkhead, honeycomb aluminum .625" along hull with insert library (2 ea. 24" x 14" x 14", and 4 ea. 48" x 14" x 14") and general storage, 19 linear feet, with sliding doors. Manufacture and install the following laminated or upholstered metal furnishings, as applicable: Two station computer work center/conference table. "L" Sofa w/vinyl upholstery, (shipboard furniture catalogue B-3A-1, modified) two straight units with arms opposite ends and 22.5 degree angles to abut corner. One 45 degree corner with 22.5 degree ends, to abut to straight pieces, and with applicable sub-base and loose cushions. 45 degree TV cabinet for large screen TV with pocket doors, covered with HPPL IAW Mil-F-902. Three(3), computer pace work centers with modified view ports. Ships force is responsible for: Removal and reinstallation of all ships service systems and interference (i.e. steam, potable water drains, AC, electrical and IC, etc.) Provide permission to perform hot work w/applicable hotwork chits, gas free certs and fire watches. Provide a ships representative liaison to facilitate and co-ordinate all contractor/ship performance to minimize and avoid delays and work stoppages. Secure and limit traffic to work area to allow timely and professional performance by the contractor. All services required not listed to perform scope of work. Any and all additions, subtractions and modifications to ships systems (i.e. Steam, potable water, drains, AC electrical and IC, etc.)
