Description

The Walla Walla District’s web page (http://www.nww.usace.army.mil/ebs.AdvertisedContracts.asp) may be used; however, it is requested that registration be confirmed with eithe r a fax or an email. The Government cannot guarantee a bidder will make it on the bidders list if registration is complete using only the web page. DESCRIPTION: Walla Walla District, Corps of Engineers, has a competitive requirement, F.O.B. destination, for all labor, materials, supplies, parts, tools, equipment, vehicles and other items and services necessary to monitor, operate, maintain and treat public facilities and lands. This includes public-use facilities, operational facilities and equipment on lands and waters of Dworshak Reservoir, Lower Granite Lake, Lake Bryan and the upper portion of Lake West in Southeastern Washington and Northern Ida ho. It also will include janitorial requirements in operational facilities at Little Goose and Lower Granite Dams on the Snake River and Dworshak Dam at Ahsahka, Idaho. The geographic range of items under this proposal extends nearly 200 linear miles, an d is encompassed by roughly 60,000 acres of land managed by the Corps. Significant Government-Furnished Property will be available to the Contractor. Staging and storage facilities will also be available to the Contract at Dworshak Dam at Ahsahka, ID, a nd in Clarkston, WA. The scope includes cleaning buildings; maintaining lawns; removing reservoir debris; removing and disposing of trash; clearing snow from roads; replacing signs; repairing park, office and maintenance facilities; adjusting docks; maint aining roads; planting and irrigating wildlife food plots; establishing and maintaining wildlife shrubs and trees; providing and operating portable toilet facilities; treating weeds and insect pests; providing preventative maintenance on equipment and syst ems; repairing damage caused by vandalism; repairing broken facilities and equipment due to normal wear-and-tear; and providing replacement parts necessary for repairs and integral to equipment and operating systems. This will be a fixed-price, performanc e-based service contract with incentives. Present plan is have a base year and three option years. Proposals will be evaluated on criteria indicated in the solicitation. A tentative listing of the main factors in a descending order of importances will be technical, management, price and past performance. Procurement is 100 percent set-aside for small business concerns. North American Industry Classification System (NAICS) code is 235990. A small business concern’s average annual receipts for the preced ing 3 fiscal years must not exceed $12 million. This is not a request for proposal, but notice that a solicitation will be issued for this requirement. All responsible sources may submit an offer which will be considered by this agency.
