- Description
- The Air Force Flight Test Center is seeking potential sources capable of performing Aircraft Maintenance and Support Services for Edwards AFB CA. The Government is currently performing these services and a cost comparison under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. A contract will not be awarded if Government performance is determined to be more advantageous. The functions under study include: 1) Organizational & Intermediate level maintenance functions of the aircraft assigned to the 412 TW test support role referred to as the Support Fleet (S/F). This group of aircraft includes three F-15 aircraft, eleven F-16 aircraft, two KC-135 aircraft, eleven T-38 and three T-39 aircraft. 2) Intermediate level maintenance and repair of aircraft systems, components, engines, structures and accessories of the aircraft assigned to the Test Fleet (T/F). The aircraft assigned to the T/F includes: nine F-15 aircraft, twelve F-16 aircraft, six F-22 aircraft, two B-1 aircraft, one B-52 aircraft and one C-17 aircraft. 3) Design, engineering, procurement, fabrication, assembly, installation, maintenance, removal and documentation of Type-2 modifications (temporary modifications to support test and evaluation) to aircraft and non-aircraft equipment. 4) Requisitioning, control, storage, inspection, maintenance, account management and on base transportation of the conventional munitions and ammunition commodities assigned to, or located on Edwards AFB. 5) Organizational and intermediate level maintenance on the Non-Powered Aerospace Ground Equipment (NPA) assigned to the Propulsion Flight. 6) 412 TW Aircraft Maintenance training and ancillary training functions. 7) The following functions within the Logistics Group Quality Assurance Flight; Product Improvement Program, Configuration Management, Time Compliance Technical Order (TCTO) management, Deficiency Analysis, Technical Order Distribution Office, Support Fleet and Back Shop Inspections. Type-2 Modification Management and the Wing Weapons Standardization and Evaluation function. 8) Maintenance, repair and upkeep of the ground/shop support equipment, test sets and tools associated with the above functions (excluding PMEL, not in study). 9) The management and planning function of the 412 TW assigned facilities, including the Hazardous Material program management. Firms capable of performing the described services are invited to submit a description of their capabilities and experience to: AFFTC/PKO (Attn: Jake Jacobson), 10 S. Sellar Avenue, Edwards AFB CA 93524-1185 or e-mail jake.jacobson@edwards.af.mil. Submissions should be limited to 15 pages and include evidence of similar past and present performance. Contractors must identify their business type (i.e., large, small, small and disadvantaged, 8(a) certified, woman-owned small, HUBZone certified small, or service disabled veteran-owned small business). The NAICS code is 488190 and the size standard for small business is $5 million in annual receipts. This synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. Responses are requested no later than 8 Feb 02. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources.
