Description
The Smithsonian Institution (SI) National Air and Space Museum (NASM) intends to contract with a firm to provide total facility management, operation and maintenance services at its new museum complex, the Steven F. Udvar-Hazy Center (the Facility), 760,00 gross square feet on 176 acres, located at Dulles Airport, Herndon, VA. The facility management firm will be responsible for the total operation of the Facility, reporting to a small SI/NASM management team for general directions and oversight. SI/NASM will begin preparations to open the building in late summer/early fall 2002, and take beneficial occupancy in the latter part of the first quarter of 2003. The Facility will be occupied by NASM staff, by other staff of the Smithsonian Institution and contractors. Overview of the Facility is available at www.nasm.si.edu/nasm/ext. The purpose of this notice is: (1) to request Industry review and comment on the draft sections of the Request For Proposal (eg. Sections B., C., L., and M); and (2) to seek interested firms for this requirement. It is anticipated that one contract will be awarded for a base year with nine potential option years. A fixed price award fee contract is being considered for well defined program tasks. Comments and suggestions for contract type, along with rationale for the suggestions, are invited for less well defined program tasks. Services for the Facility include initial start-up efforts; concierge and special event set ups; event scheduling reservations; furniture inventory, modifications and repairs; janitorial building services; elevator maintenance; mail and delivery services; electrical and mechanical operations, maintenance and repairs of buildings, street light, parking lots and road maintenance, snow removal and grounds (including the recording of work planned and completed into the SI Facility Center Program); and construction items warranty management and problem resolution. Industry has the opportunity to review and comment on the draft sections of the RFP from April 9 through April 30, 2002 via electronic media. The draft documents include Sections B., C., L., and M., and are posted for industry comment, questions, and suggestions at http://udvarhazyrfp.si.edu. Access to documents will require user id and password obtainable via email udvarhazyrfp@nasm.si.edu. Registering Prospective Offerors (any entity desiring a copy of the final RFP) must provide a complete name, address, point of contract, phone number including area code, email address, business size. Notification of any amendments/changes to the solicitation will be made on the website. Registered Prospective Offerors will receive a copy of the RFP when it is available, approximately May 13, 2002, with Part I of Technical Submittal (Experience/Past Performance) due by May 20, 2002. The pre-proposal conference will be held on May 21, 2002 at a place in the District or Northern Virginia to be determined. This will be followed by group visit to the site. Part II of Technical Submittal (Understanding of Requirements, Plan of Accomplishment, and Management and Staffing) and Cost Proposal are due June 12, 2002. Part I and Part II submissions shall be in hard copy and disc in accordance with the final RFP proposal instructions Award will be based on best value to the Smithsonian Institution.
