Description
This is a sources sought announcement only. There is no solicitation available at this time. This synopsis is issued for the sole purpose of conducting Market Research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This effort is to seek qualified sources capable of providing Boat Operation, Maritime Training, Boat Maintenance, and Periodic High-Speed Boat Rental in support of testing of prototype amphibious assault vehicles. The primary place of performance is the Amphibious Vehicle Test Branch (AVTB), Camp Pendleton, CA. Other testing locations may include: San Diego, CA; Patuxent River, MD, Fort Story, VA; Eglin AFB, FL; Camp Lejune, NC; and some other locations outside the continental United States. Government-furnished watercrafts may include rigid hull inflatable boats (RHIBs), Boston Whalers, and a 50-foot workboat. Accordingly, some of the se rvices consist of, but are not limited to, operating and navigating AVTB watercraft in support of prototype vehicle maritime operations and testing, including 1st Echelon maintenance; planning and executing all support boat movements with respect to weather, sea conditions, boat conditions, and testing plans and schedules; launching and recovering RHIBs from Naval ships; providing watercraft operations in close proximity to other craft and waterborne structures at high speed; supporting military and emergency diving operations, including SCUBA, surface supplied diving operations, and live boat diving operations; supporting emergency procedures that require immediate action to preserve human life or eliminate serious injury to personnel, and prevent loss or damage to Government property; maintaining communications with civilian and military Search and Rescue personnel and suppor ting Helo/Stokes Medical Evacuation at Sea; operating navigational equipment; supporting emergency salvage operations, include towing, and marine surveyor services; providing Maritime Training for Government personnel on high-speed boat operation, close proximity boat handling, launching, recovering, personnel transfers, emergency procedures, operational checks; providing preventive maintenance services on support watercraft; implementing planned preventive maintenance schedules; developing and maintaining preventive maintenance plans; developing management plans for the operation and maintenance of the watercraft, including life-cycle maintenance costs; performing corrective maintenance on watercraft; and periodic and long-term high-speed boat rental. Boat operator qualifications: current Coast Guard license carrying up to 15 passengers, valid Federal Communications Commissi on (FCC) Radio Operator?s permit, working knowledge of military maritime operations and testing; experience in maintaining watercraft, including hull, electronics, and engines; working knowledge of radar, global positioning systems, night vision equipment, and pyrotechnic signaling devices; experience coordinating multiple craft operations, understanding of emergency procedures, experience instructing others in boat operation and maintenance. Firms capable of meeting these requirements are encouraged to respond to this notice by 31 October 2001.
