- DESC: The Fleet & Industrial Supply Center Norfolk Detachment Washington, DC, intends to award a sole-source purchase order to Rabil & Bates Communication Design Company, (312 East Diamond Ave., Suite A, Gaithersburg, MD 20877) on behalf of Naval Media Center (NMC). This order is for the development and design of an animated web version of the monthly Navy flagship publication "All Hands" magazine. This is a follow-on order for a web based publication . The original order was awarded in 1999 to Rabil & Bates. Award will be made to Rabil & Bates because media standards require the internet version of the magazine be available to readership at the same time as the printed version. The short lead time between printing and publication necessitates simultaneous print and flash version design production, which only the current designer, Rabil & Bates, could feasibly accommodate. Note: This is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to the Navy's requirement prior to Noon, April 12, 2002.
