- NA The Defense Contracting Command - Washington (DCC-W), Health Affairs Division, on the behalf of the TRICARE Management Activity (TMA), currently intends to enter into a sole source contract with Kennell and Associates, Inc., the current contractor under Co ntract MDA906-97-D-0003 which is in its last option year. The contract was competed on a full and open competitive basis whereby no contractors other than Kennell made an offer. The DCC-W is seeking interested sources for this service contract for Policy and Statistical Analysis Services in support of the TMA and its Managed Care Support (MCS) Contracts, valued at an annual cost of $4M. The services required include: the development and maintenance of databases; analysis of cost containment opportunities through various policy changes in benefit design and organization of service delivery; provider reimbursement; actuarial modeling and projecting changes in health care utilization and cost under various policy and program scenarios; actuarial and financia l analyses to accomplish the pricing, re-pricing, adjustments, risk corridor, and equity loss determinations required by all MCS contracts; claims processing systems enhancements; analysis and evaluation of dental insurance programs funded by TRICARE; anal ysis of technical health care financing and delivery requirements associated with the acquisition, implementation, operation and expansion of the TRICARE; and evaluation of these programs and initiatives.
