Description
Supply Class 6625. TEST PROGRAM SETS (TPS) FOR USE ON BRAT (BENCHTOP RECONFIGURABLE AUTOMATED TESTER) MODEL 105 TEST STATIONS. 13 EA ELECTRONIC ASSEMBLIES ARE CANDIDATES TO BE RE-HOSTED TO THE BRAT AND 13 EA TPS PROJECTS WILL NECESSARILY BE REQUIRED FOR THE WORKLOAD MIGRATION; HOWEVER, FEWER THAN 13 PROJECTS MAY BE AWARDED IF AVAILABLE FUNDING WILL NOT COVER COSTS OF ALL PROJECTS. EACH TPS WILL BE CONSIDERED AS A SEPARATE PROJECT. DEVELOPMENT PARTIES MAY BID ON ANY OR ALL OF THE DEVELOPMENT WORK WITHIN THIS SOLICITATION; HOWEVER, PROJECTS WILL BE CONSIDERED FOR AWARD ONLY TO SOURCES SUBMITTING A BID. WORK MAY BE AWARDED TO MORE THAN ONE VENDOR WHERE IT IS CONSIDERED TO BE ADVANTAGEOUS TO THE GOVERNMENT. FACTORS SUCH AS SOFTWARE DEVELOPMENT AND INTEGRATION CAPACITY, DELIVERY SCHEDULE, AND PRICE ARE MAJOR (BUT NOT EXCLUSIVE) FACTORS WHICH WILL BE CONSIDERED. RFPS WILL ONLY BE CONSIDERED WHERE THE RESPONDENT POSSESSES THE CAPABILITY TO DEVELOP REQUIRED SOFTWARE, MANUFACTURE REQUISITE HARDWARE, AND PROVIDE SOFTWARE/HARDWARE INTEGRATION INDEPENDENT FROM ANY OOALC/LEE RESOURCE. GFE (GOVERNMENT FURNISHED EQUIPMENT) COORDINATED THROUGH, OR PROVIDED BY OOALC/LEE WILL CONSIST EXCLUSIVELY OF: TEST REQUIREMENT DOCUMENTS (TRD) AVAILABLE FOR EACH OF THE INDIVIDUAL TPS DEVELOPMENT PROJECTS TO AID WORK REQUIREMENT ASSESSMENT TOWARD AN ACCURATE PROJECT COST; TWO EACH ELECTRONIC ASSEMBLIES WHICH ARE THE UNITS TO BE TESTED BY THE HARDWARE (BRAT) AND SOFTWARE TO BE DEVELOPED AS A RESULT OF EACH PROJECT OR PROJECTS ENCOMPASSED WITHIN THIS RFP. (13 EA) Delivery date: To be determined at time of contract award. Issue date: 07 May 2002. 100% Small Business-Set Aside. NAICS 334111 SIZE 1000. Anticipated award date: 12 Jul 2002. Written and Oral procedures will be used for this solicitation. CBD notes: Test Station and associated parts. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
