Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center plans to award a 7 month sole source contract using simplified acquisition procedures, to the Chicanos Pro La Causa, Inc., 1046 E. Buckeye Road, Phoenix, AZ 85034. The anticipated date of award is April 20, 2002. The community-based events effort shall be an integral part of SAMHSA/CSAT's 13th annual National Alcohol and Drug Addiction Recovery Month. The effort herein being proposed is for the provision of outreach to the Hispanic/Latino community in the conduct of community-based events for the 2002 celebration. The Contractor shall be responsible for, but not limited to the following tasks: Identify and involve local and state Hispanic/Latino organizations, coalitions, elected civic officials, and stakeholders to participate as members of the a local organizing committee for the Recovery Month community-based event in each of the cities outlined below. The Contractor shall make initial contact with local agencies and develop a list of confirmed organizing committee participants and refer these names to the main Recovery Month contractor responsible for organizing the Recovery Month events. Within 30 days of award of contract, contractor shall be responsible for working with local Asian American and Pacific Islanders community agencies to coordinate collaboration with local leaders or the Recovery Month events in the following cities: Albuquerque, NM; New York City, NY; San Antonio, TX; San Diego, TX; and San Juan, PR The Contractor shall guide the work of the Hispanic/Latino Recovery Month community-based event committee representatives to assist in the development of the event. The Contractor shall develop individualized written event plans that outline the involvement of the Hispanic/Latino community in these events. The Contractor will assist local Hispanic/Latino event committee participants in the development of targeted invitational letter and mailings, news releases, and other public education materials such as flyers, posters, etc. The Contractor shall provide $1,000.00 for Albuquerque, NM, San Antonio, TX, San Diego, CA, and San Juan, PR to cover cost of event location and other incidental costs as necessary. Contractor shall allocate additional funds to cover the adaptation of materials to meet the specific needs of targeted ethnic and racial minorities in New York City (subject to substitution). The Contractor shall work on event outreach to engage the participation of targeted minority population. Contractor shall help event committees develop media contacts and secure coverage of community forum events through Hispanic/Latino news and public affairs programs and publicize SAMHSA/CSAT's National Alcohol and Drug Addiction Recovery Month celebration. Materials developed should reflect the DHHS/SAMHSA/CSAT theme and logo. Contractor shall work with SAMHSA/CSAT/OCEL staff to assist in the planning and coordination of all community-based event publicity activities to include media, news briefing event, and other media coverage. Contractor shall establish a link to local Hispanic/Latino cable programs, to the extent possible, and encourage coverage by local cable TV outlets, including co-ordinating web chats and other events. Contractor must post all Hispanic/Latino community-based event information in the Recovery Month web site. Contractor shall be responsible for generating a final quantitative and qualitative report by October 15, 2002. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
