- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00421-02-R-3166 is issued as a request for quote (RFQ). This action is not set aside for small businesses. The applicable NAICS is 334220 and the small business standard is 750 employees. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD has a requirement to procure CLIN 0001, 8 each, Wideband High-Gain Log-Periodic Antennas and CLIN 0002, 8 each, Dual Directional Couplers. The Antennas cover an extremely difficult frequency band and must be ruggedized enough for outdoor use. The Couplers must provide flexibility in coupling medium power amplifiers to oscilloscopes, voltmeters, power meters, spectrum analyzers and other measuring instruments. The antennas and couplers will be delivered to the Naval Air Warfare Center Aircraft Division, Patuxent River, MD 20670-1463. A specifications sheet describing the Wideband Antennas and Dual Directional Couplers is available by emailing hammettcl@navair.navy.mil. All responsible sources may submit a quotation that shall be considered by the agency. The quotation should include Freight On Board (f.o.b.) Destination shipping terms. The antennas and couplers shall be delivered no later than 8 weeks after receipt of order. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial (FEB 2002) with its proposal. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (FEB 2002) is incorporated by reference and applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Executive Orders -- Commercial Items (DEC 2001) is incorporated by reference, however, for paragraph (b) only the following clauses apply to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I (41U.S.C. 253g and 10 U.S.C. 2402), 52.222-21 Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity (E.O. 11246), 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C.4212), 52.222-36, Affirmative Action for Handicapped Workers with Disabilities (29 U.S.C. 793) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212) and 52.232-33, Payment by Electronic Funds Transfer (Central Contractor Registration 31 U.S.C. 3332).
