- NAICS Code: 541620 The United States Environmental Protection Agency intends to award a time and materials purchase order to Perrin Quarles Associates, Inc. of Charlottesville, VA for development of a revised Acid Rain Program CEMS Field Audit Manual. This manual will provide EPA, State, and Local officials information necessary to perform complete and meaningful CEMS audits as a means of quality assuring the data that EPA receives as part of the trading programs supported by Part 75 monitoring. Perrin Quarles Associates, Inc has extensive experience with MDC, the Acid Rain Policy Manual, and revisions to the Part 75 rule, which will be included in the manual. Therefore, Perrin Quarles Associates, Inc. will provide the most timely, cost-effective means of completing this project. This notice of intent is not a request for quotation (RFQ) for competitive quotes. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
