Description
The Engineering Field Activity Northwest intends to enter into a sole source contract with ETI, Inc., for professional services to provide maintenance for its BMS and for business management planning services. Requires accomplishment of screening and in depth analyzis of corrective action opportunities/requests relative to integrated process requirements. Task requires in-depth, intimate knowledge of EFA NW processes for planning, design, contracting, and construction (including acquiring and disposing of real estate for the Navy) and the application of other specialized programs such as energy, environment, and base closures. Because of need for immediate support, contractor must be able to display this in-depth understanding at start of contract period. End products will include the development of recommendations that meet program requirements and acceptance across multiple process management organizations. Development of, management of and auditing to annual schedule of specialized functional mission-related processes that direct planning, design, contracting, and construction and the application of specialized programs such as energy, environment, and base closures in support of multiple clients in the extended area of responsibility. Contractor must demonstrate in-depth knowledge and understanding of command processes and business management system in order to begin audits immediately upon contract award. In addition, contractor must be able to use ISO 9001:2000 standards and guidance, as applied to a government, services environment, in the organization of responsibility and program accountability for functional process design. Contractor must provide auditor(s) who have completed an approved ISO 9000 Auditor/Lead Auditor Training Course and who can provide evidence of auditing performance. Contractor must demonstrate a knowledge of and the ability to apply business level planning and performance measurement in a non-profit organization. Key requirement is an intimate knowledge and understanding of EFA NW processes, systems and personnel in order to rapidly and expertly facilitate command planning and execution. To accomplish the planning assistance, contractor must demonstrate knowledge of the functional process requirements of command's diversified mission to accomplish, within Navy program requirements, strategic strategies and applicable laws and governing regulations, internal program military planning, design, contracting, and MILCON construction for multiple client and assist client activities in the application of other specialized programs such as energy, environment, and base closures. To provide support on managing the EFA NW document management system, the contractor must have an in-depth knowledge of the Qualtrax program which is used to manage command documents, corrective action reports and audit reports. Contractor will perform services as assistant Quality Administrator which requires thorough understanding of Qualtrax program functions and management, including list management. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement or submit proposals. Evidence must be provided of the ability to provide the required services. All proposals received within 15 days after date of publication of this amendment to the synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures.
