- Description
- This is a notice of intent to negotiate with Spiral Technology, Inc., on an other than full and open competitive basis for twenty OTIS-9 SPSS Licenses, five 1 YEAR SPSS OTIS Updates, and ten OTIS-9 Update Licenses. This requirement supports the Airborne Instrumentation Branch at Patuxent River, MD. A firm fixed price contract will be awarded for the procurement of the OTIS Software including the Translator and Bridge Software. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c) (1), only one responsible source and no other supplies or services will satisfy the agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All inquiries must be addressed in writing to Christy Hammett, hammettcl@navair.navy.mil. Responses to this notice must be made within fifteen (15) days after this notice is posted electronically, and should include company name, point of contact, address, area code and telephone number, fax number, e-mail address, and company literature. Consideration of the responses is solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement.
