Description
THIS IS A COMBINED SYNOPSIS / SOLICITATION FOR COMMERCIAL ITEMS - SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. This announcement constitutes the only solicitation. Quotations are requested and a written solicitation will not be issued. This RFQ 02WRQQ0049 incorporates provisions and clauses in effect through Federal Acquisition Circular 01-06. This acquisition is UNRESTRICTED. The Small Business Size Standard is $5M. NAICS is 541690. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. The U.S. Geological Survey, Menlo Park, California, requires the services of up to Five (5) Marine Mammal Observers to take part in a geophysical science cruise off shore of Southern California from Pt. Conception to Pt Dume beginning June 14, 2002 to June 28, 2002. The mammal observers: provide 360 degree observation covering the USGS defined safety zone, 24 hours per day during science operations; determine the distance from ship to mammals; identify mammal species; document mammal behavior and species; provide interim report and final report. Quotations are to be prepared in accordance with Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors - Commercial Items. Vendors are to complete and include with their quotation FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-2, Evaluation--Commercial Items is applicable. Additional clauses applicable to this acquisition: FAR 52.212-4 Contract Terms and Conditions -- Commercial Items; FAR 52.212-5 Contract Terms and Conditions -- Required to Implement Statutes or Executive Orders -- Commercial Items; FAR 52.204-6 Data Universal Numbering System (DUNS); 52.000S-5026 Invoice Requirements; 52.000S-5027 Electronic Payment; Quotes will be evaluated for award on the following criteria: (a) technical: credentials related to the discipline and documented approval by the National Marine Fisheries Office of Protected Resources, Southwest Region (b) past performance: experience with similar government and non-government work. (c) price; where the combination of technical and past performance are more important than price alone. Quotes are to be mailed to the Contracting Officer Bernard S.
