Description
The Air Armament Center (AAC) has a requirement to provide Air Monitoring and Laboratory Testing services for the on-call asbestos abatement contractor(s) at Eglin AFB, FL. Full details of the following description of services, as well as complete proposal instructions, will be available within one duty day of the posting of this notice and may be obtained by accessing the solicitation, F08651-02-R-0006, on the Federal Government's Electronic Posting System at http://www.eps.gov. Paper copies of the solicitation will not be issued. The contractor shall assume full responsibility and liability for compliance with all applicable federal, state, and local regulations pertaining to, but not limited to, work practices, protection of workers, visitors to the site, and persons occupying areas adjacent to the site. The contractor may be called to Eglin AFB to perform asbestos air monitoring at any hour of the day or night. The contract will specify a daily rate for a normal 8-hour duty day. This rate will include the first 10 Phase Contrast Microscopy (PCM) samples. The contract will also state a separate labor rate for work performed during other than normal duty hours. In addition to PCM, the contractor may be requested to provide Transmission Electronic Microscopy (TEM) and/or Polarized Light Microscopy (PLM) samples. The Government anticipates a basic performance period of 15 May 02 through 14 May 03 with four (4) one-year option periods. A previous synopsis, posted 10 Aug 01, revealed a significant level of interest among small businesses. Therefore, this contract action will be awarded on a competitive basis as a Small Business Set-Aside. This acquisition will utilize the North American Industry Classification System (NAICS) code, 541380, with a small business size standard of $6 Million. The Government expects to award without discussions; therefore, initial proposal submissions should reflect the contractors' best offer. All responsible small businesses may submit an offer for consideration by this agency, provided offers are prepared and submitted in accordance with the instructions and provisions cited within the solicitation. Offers must be received at the address specified in the solicitation by 4:30 P.M., Central Standard Time, on 6 May, 2002. Contractors should check this website for updates. For non-routine or administrative issues that cannot be answered or resolved by the above individuals, an Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the QAE or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
