Amendment # 1Amendment No. 1 on Project Demolish and Dispose of 56 Family Housing Units. The purpose of this amendment: 1. Remove the final line of the ?Price Schedule? that reads ?Total proposed price line items 0001 through 0010?. Please disregard that sentence. All other information of the schedule remains the same. 2. The proposal due date remains 4:30 local time on Friday, 21 September 2001. 3. Kaene Fleck- (803) 327-0469 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference/solicitation # F7390012350100 is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This acquisition is 100% set-aside for small businesses. The NAICS Code is 235940 with an $11.5 M size standard. The project consist of the demolition and disposal of up to fifty-six (56) family housing units (twelve (12) single units and twenty-two (22) duplex units) and driveway carport areas located on Charleston Air Force Base South Carolina. The contractor is also responsible for providing a current asbestos/lead base paint survey on the units prior to work starting and for replacing sod in areas disturbed by the demolition. A detailed statement of work and set of specifications can be downloaded from Federal Business Opportunities website www.eps.gov. The performance time on this project will be based on the number of units funded at time of award. However, the maximum time will not exceed 226 calendar days. The contractor will be required to start work within 10 days of award, provide all submittals and begin work on site within 30 days. The contractor shall be given two structures (two structures may consist of 2 single units or 2 duplexes or one of each) and will have 7 calendar days to complete these units before being given additional units. In order to expedite asbestos removal, the contractor will be allowed to proceed on each unit for asbestos removal. Contractors shall submit pricing as itemized on the attached ?Price Schedule?. We anticipate awarding approximately 31 housing units for demolition with a possibility of awarding an additional 25 units if additional funds are available at time of award. All responsible sources may submit a proposal that shall be considered by the agency. A mandatory pre-proposal conference/site visit is scheduled for Tuesday, 18 September 2001 at 8:30 AM at the 437th Contracting Squadron, 101 East Hill Blvd, Bldg 503, Charleston AFB, SC. FAR 52.212-1, Instructions to offeror- Commercial Items is incorporated by reference and applies to this solicitation. The provision 52.212-2 Evaluation Commercial Items is also applicable to this solicitation. The government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance and (2) Price. When past performance and price are combined they are equally as important. If the lowest priced evaluated offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of your most recent projects. The award will result in a firm fixed priced purchase order. In accordance with FAR 52.212-3 a current Offeror Representations and Certifications (Reps and Certs) must accompany offer submitted.
