- Description
- The work shall consist of furnishing all plant, labor, equipment, materials, and supervision to construct Phase II, Junior NCO Family Housing at MacDill AFB. The basic requirement is for construction of 28 units of family housing with 14 units (7 buildings) being constructed on grade, and 14 units (7 buildings) being constructed on pilings. Contingent upon availability of funding an additional 14 units (7 buildings) and one playground may be purchased. Proposals will be evaluated in accordance with AFFARS 5315 resulting in a best value award decision, meaning the Government may award to other than the low priced offeror. Technical proposals will be required with emphasis on these four factors: Mission Capability, Proposal Risk, Past Performance, and Price. The first three factors will be afforded primary emphasis in the evaluation and are considered equal in importance. Combined, all three are significantly more important than price. The magnitude of construction is between $5,000,000 and $10,000,000. The applicable NAICS is 233220. The small business size standard for the NAICS is annual revenue of $28.5M over the last three fiscal years. In conformance with FAR 19.1300 this acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition please provide the following information to the contracting officer no later than ten (10) days after the publication of this notice: (1) SBA certification of HUBZone eligibility, (2) capability statement of your firm, and (3) a positive statement that your firm intends to propose on this acquisition. Based on responses received to this notice, the contracting officer will make a determination. If there is not a reasonable expectation of adequate competition from HUBZone certified firms, the acquisition will be conducted using full and open competition. This solicitation will only be available via the Electronic Posting System on the Federal Business Opportunities web page at www.eps.gov. Issuance of this solicitation will be on or about 20 Mar 02. Any and all amendments to the solicitation will be posted at www.eps.gov.
