Description
The Office of Naval Research (ONR), Arlington, VA, intends to procure through competitive proposals, a responsive and responsible contractor to furnish specified onsite operations and maintenance functions at the High-frequency Active Auroral Research Program (HAARP) facility site in Gakona, Alaska, about 180 miles east-northeast of Anchorage, Alaska. Responsibilities would include services such as site security, operations management , some limited equipment maintenance, limited environmental field services, site utility management, general housekeeping services, roads and grounds maintenance, and snow removal. Maintenance of the complex of transmitters, interface control equipment, and diagnostics instruments will be performed by others and is not contemplated as a part of this procurement. The services sought are currently being provided by the development contractor, with a period of performance ending in June 2002. HAARP is a joint Air Force and Navy program to develop a new ionospheric research instrument and facility for research on the ionosphere and ionospheric interactions and applications. The facility is presently in an intermediate stage with further growth planned for the future. Under this intermediate stage, a functional research instrument of 960 kilowatts power has been developed, and is currently being used to pursue research objectives within its capability. Primary elements of the facility include a transmitting and antenna field, varied diagnostic instruments, power generators and an integrated Operations Center. Currently the site is being utilized for a variety of research projects, commensurate with its present state of development. A five-year contract is anticipated, with a base period and four renewable option periods. The anticipated contract type is Cost-Plus-Fixed-Fee. On site overlap coverage for transition is contemplated. Additional information regarding the HAARP program and the facility is available at the following HAARP website: www.haarp.alaska.edu. The proposed North American Industry Classification System (NAICS) is 561210, Facilities Support Services, and size standard is $6M. The ONR is committed to providing maximum opportunity for participation by Small Business firms. While no portion of this solicitation is specifically set-aside for participation by Small Business only, all small business concerns (Small, Small Disadvantaged, HUBZone Small, Women-Owned, Veteran Owned and Service-Disabled Veteran Owned) and HBCU/MIs are encouraged to participate.
