- NA This requirement is for a firm fixed-price requirements contract to provide non-personal, education transition advising services for the Fort Bliss Education Center to 300 to 500 soldiers monthly. Services include, but are not limited to, advising Active Guard and reserve personnel entering active duty of their educational benefits, provide AART transcript request forms and DD 295 forms for all soldiers departing service, advise of VA benefits, explain GI Bill benefits, assist soldiers with college admissi ons, promote ROTC participation, administer government education programs, and perform administrative follow-up to ensure acknowledgement of soldiers that they were advised of their benefits. The contractor must be a regionally accredited postsecondary in stitution with experience certifying students' use of veterans educational benefits and knowledge of all educational benefit programs available to soldiers. Contractor shall be in good standing with VA Office and state education office concerning VA matte rs. Contractor personnel under this contract providing transition advisement shall hold as a mimimum a baccalaureate degree from a regionally accredited college or university and have a minimum of two years experience using a variety of computer software programs to include word processing. The period of performance will be 1 July 2002 through 30 June 2003 with options for four additional years. This solicitation is open for full competition and all responsible sources may submit a proposal. The expected release date is 11 April 2002. An electronic copy of the solicitation can be obtained by written request (electronic or otherwise) sent to the contract specialist, Troy Loge, at the Directorate of Contracting, 2021 Club Road, Fort Bliss, TX 79916-6812. Copies that must be mailed, eith er in paper format or on disk, require a $20.00 fee payable to Disbursing Officer. This fee must be submitted either in the form of a money order or cashier's check; personal/company checks will not be accepted.
